Armor and Uniform: Assorted clothing stitched together. Most protects against radiation and decently armored. The Flag and rank stitched somewhere on their attire.

Technology: Any weapon they can find, tunnels under ground that have been made and improved for over a century. New Birmingham itself is in total ruin save the strongest structures. When Tornado season is over, they pitch tents that are somewhat armored with leather and resistant against radiation. When the tornadoes return, they hide back underground.
Other: They have discovered several fruits and vegetables that have been grown underground, as well as animals. When above ground, they hunt everyday.

In 2169, vault 42 opened and several thousand naive vault dwellers stepped out into the Alabama wasteland. In the middle of tornado season. Several hundred died the first night. The vault dwellers learned quickly where the safest place was during tornado season. Underground. They quickly ducked into the sewers of the city they were in. They learned to live off of what was underground and to take what they could when the surface was safe enough to go out. After the end of their first tornado season, the vault dwellers decided that the small town sewers were too...well small, for all of them. So they took advantage of the lack of tornadoes and trekked to the once massive city of Birmingham, now a total ruin save for some of the strongest structures. When they got there, they met armored men with advanced weapons. They introduced themselves as the Brotherhood of Steel. They told the vault dwellers about the perils of the Alabama wasteland and taught them how to burrow underground and sustain life. Thankful for the knowledge, the vault dwellers gave them all of their energy weapons. They would later regret it. The first couple years were brutal, many died. The vault dwellers took in the lost and wandering and they became a part of their community. Several Nomadic tribes found them and chose to join them, sharing valuable knowledge. When they joined, they became The United Tribes of Alabama.
The combined knowledge of the Brotherhood and the tribes, a government was established and they started training with discipline. Chiefs were elected for their valor and contribution to the tribes. The new tribes also found ways to renovate the crude tunnels, making them neater and installing mechanical components such as lights and air conditioning, trade with the brotherhood kept these things powered and running. The dirt walls were replaced with metal and the beds made of vegetation replaced with cloth. New knowledge of guns and mechanical doings also came with the tribes, as well as medicine. When the tornadoes stopped, the tribes went to the surface and hunted and traded. Newcomers who had waited out the storms were often welcomed into the tribes. Even a super mutant named Hurk, who became a hero in TUTA. 112 years of surviving in the Alabama Wasteland has turned TUTA into a tribe of hardened survivors. When on the surface, invasions of mutated animals, such as Yao Guai, happen. Their relationship with the brotherhood is strong, them being the only surviving faction. They still accept newcomers between tornado seasons, though if someone arrives during tornado season, they will usually be captured and interrogated. Only the most brutal or the most lucky survive the tornadoes.
