Personality: Proctor is ruthless, a little too much for the NCR's tastes. He utilises his intelligence to lethal degrees in war, and is often focused on new stratagems and ideas. He is truly patriotic to the NCR, and believes he must be brutal to path the way for them. He believes those that do not wish to join with the NCR, should be hammered into submission, at all costs.
In his private life, he's a little less harsh, though he makes sure they live far away from his actions and are separated from him as much as possible.
Andrew Proctor was born in the town of New California Republic in 2231 into a military family. From a very early age it was clear that he was being fashioned like a cog to fit in the machine that was the NCR. His father was a general in the military and wouldn’t accept anything else from the boy.
Much to his father’s pleasure, Andrew enrolled in the NCR military during his twenties, after going through the mediocre wasteland schooling system the town had. When he was twenty two, he was sent to the Mojave, as part of President Peterson’s plan to pacify the Mojave. With his first tour of duty, Andrew got his first experience of warfare. By the end of his second year in the field, Proctor was a staff sergeant.
It’d take quite a number of years for the Mojave to be pacified under General Kimball. By 2270, Proctor was thirty-nine. His experience in the field, as well as his knack for strategy had earned him the rank of Captain, and had gained him a cushy management role in Klamath. Though it was a somewhat reward for his duty, Klamath wasn’t without its problems.
Cannibal raiders from Oregon’s heart had the city in a constant state of stress. As Proctor got to know the lands around Klamath, he began planning, as a sort of hobby, a conquest of the Oregon wasteland, as he waited for the NCR to be done in the Mojave.
It was around this time that Proctor met his future wife, who worked as a doctor in the city. Though they were quickly wed, it was clear they loved each other, even if they weren’t outward about it. The two lived together for around ten years, and produced two children, a boy and a girl. Things were looking up for the Proctors, until 2281, when a Brahmin Ranch was raided by the cannibals, and the family who lived there eaten.
In response, Proctor led a band of scouts north into Oregon and successfully tracked down the group of cannibals, who’d attacked the ranch. There was a small firefight in the desert, as the two parties clashed, and two of Proctor’s scouts were killed. Proctor and the rest of the scouts managed to either kill or subdue the rest of the cannibals. Though now he no longer had the men to transport the cannibals back, as his men were injured, he instead decided to tie the cannibals he did capture to nearby rocks and leave them to the night stalkers. After gathering his men, and the bodies of the fallen, the group headed back to Klamath.
When his superior officers heard of the incident, they put someone else in charge of his duties and summoned him to the capital. Though initially he had been held on account of abandoning his post and acting without authorisation, he was eventually pardoned. Proctor however didn’t go back to Klamath immediately, and began campaigning for a take-over of Oregon.
Unfortunately, Proctor hit a brick wall, as the war with Caesar’s Legion had hit the NCR pretty bad, and even if the senate wanted to start an expedition into Oregon, they couldn’t provide the men or supplies.
Over the next two years, Proctor continued to campaigned, and was eventually joined by his wife and children. After fifteen months of his pleas falling on deaf ears, he suggested the NCR temporarily turn to mercenaries to pacify Oregon. Though they agreed to the plan and promoted Proctor to General, his superiors made it clear that his entire career was on the line, and he and he alone would be held responsible for anything that would happen in Oregon. After drawing up plans with the newly appointed general, the NCR sent him to Oregon and began funding his campaign. Proctor, promptly told his wife to stay in the safety of the capital, and headed with his band of men to Oregon to set up a new outpost north of Klamath.
