Personality: Schaffer firmly believes in upholding the law just like his fellow men, but perhaps in a more perverted sense. If looking the other way you hear about a potential gang war upcoming leads to the deaths of important members of a certain gang even though innocent lives might be taken, so be it. If providing certain criminals with information that could lead to larger criminals taking a hit, so be it. If executing a fellow officer prevents an assault on the police station... so be it.
Schaffer is not a very emotional or sensitive man, which only makes him more ruthless and efficient. Unlike many of his colleagues, he doesn't believe in some higher being or sense of moral goodness, the only reason for him to uphold the law is to protect the majority of citizens from dying, even if it means a third of the citizens have to die for the others to survive. It's all about survival, not about redemption or restoration.
Joseph Schaffer was born to a pair of gamblers from New Reno, the lovechild of two foolish souls looking for some kind of salvation in the wasteland retreat. His childhood was unfriendly, unfair and took place in an environment not suitable for any child. Both his mother and father began several affairs with other men and women, their crippling gambling, drug and alcohol addictions dividing them further. Eventually, his father would take out his losses on him as he grew up, making Joey detached and cold; a beating was a beating. When he was fourteen, he was sold to a thug in the slums for 100 caps to pay for a hit of jet for each of his parents.
Although developed, he wasn't strong enough to overpower his new owner, whom was a sexual deviant and paedophile. Joseph was abused several times by the man, until eventually he was able to escape to the inner city, in which he made the unfortunate acquaintance of certain gangsters due to his out-of-place appearance. Over the next few years, he got involved in low-level crime and took an interest in books, one of the more professional of his gang being able to teach him properly when he had the time. However, he didn't want to become his parents, so he got out while he could; he left one night without a word or any sense of where he would go. His father had told him that he had come from a place called Shady Sands and had been a successful loan shark there before the SSPD cracked down on crime. It seemed like a logical place to go and start over, but he had no idea how he'd get there.
A caravan in association with the Crimson Caravan Company was heading up that way, and Joseph managed to get himself a place as an escort. The pay was shit, and the only weapon he had was an old 10mm one of the other escorts lent him. Luckily, there was little trouble on the way, though the trip was long and arduous. It was sprawling metropolis compared to the run down slums of Reno, but even in all it's glory he didn't know where to start. Using the small amount of money he got from the trip, he rented a room and slept on it. The next morning, he visited the Bazaar and searched for a job. There wasn't much, but one of the salesman allowed him to work as one of those irritating, loudmouth criers to advertise for him. The job was actually dangerous due to how annoying it was to people, and he wasn't happy with it. The following day, he visited the SSPD and sought to get a job with them, however being only 17 he was too young to take on as a recruit. So, he worked as a crier for several months, taking a glass bottle here and there or maybe a switchblade to the hand if he was lucky.
Joey had no date marked down of his birth, but he knew roughly how old he was, and thought that by now he must be around 18. He applied again to the SSPD, and after a grueling and almost failed interview, he was accepted as a trainee. He was taught the basics of his job, after about a year as trainee he knew most of the laws and rules, most of the procedures and a few of his co-workers. Months went by, and things looked like they might turn around for once. However, one fateful day, Joseph came across a mugging, and the mugger was particularly arrogant about his criminal activities. Joseph subdued the man, and examined his victims injuries. The man's arrogance proved to be his downfall, as in blind rage Joseph beat the man to death. There were no witnesses, but it didn't matter. The power he felt, the control he had; he could get away with anything, he could put people in their place... this proved to be the beginnings of a darker chapter of his life.
As the years went by, he make several dark connections with various types of criminals "for the greater good", and became increasingly corrupt, letting certain crimes slide if they meant the downfall of more people later. Although the SSPD are in some ways aware of his corruption, there is no evidence linked to him and nothing that puts him at fault. Joseph Schaffer had become the man he had always hated, but always envied. To this day, he serves the community with his own methods of justice and peacekeeping.. meanwhile Shady Sands becomes more laden with darkness and ill-fated tidings.
