Originally, Mitchell was a part of the High Minister's Guard and was therefore required to have extensive knowledge of firearms in order to be proficient in protecting her. With three years training and two on the field, Jack has an extensive knowledge of firearms and how to utilise them properly. The same goes for Melee Weapons; he was required to have basic knowledge in where to hit a person and with how much force, etc, and during the three years of his firearms training he took a training course in melee weapons for the first year and developed his skills further on the field.
Mitchell always had a way with words, but his skill developed as he got older (growing up around a variety of individuals, many of whom were highly educated in the English language, was the main source of development). It came to be a needed skill in the latter of his occupations, as he needed to speak to hundreds of men and women everyday and also had to occasionally brief his men (and do it properly).

Personality: Mitchell is rather laid-back for someone in his position, not always keeping to the guidelines and rules 100%. He is cold, calculating and narcissistic, conditioned not to care about losses and costs with the ends supposedly always justifying the means.
Mitchell Davin was born to a somewhat average pair of parents in the Westminster Bunker. From an early age it was clear that he was an innovative and intelligent person, often suggesting logical solutions where even adults could not. When he reached his teens he was given basic combat training as standard, combined with his pre-existing academic teaching. Out of ten other young men, he was selected as a candidate for one of the High Minister's guard. He was only eighteen at this point, but he'd been brought up on propaganda and the High Minister was respected heavily, almost like a deity or god.
The training began the same day, and it didn't end for another three years. Mitchell had received extensive combat training but had never really put it into much practise, as the bunker had remained closed. The next eight years were spent guarding the High Minister, even though there was no real threat at the current time and few other guards. Mitchell mainly spent his time studying politics during this time and became quite knowledgeable in the subject, which greatly aided his already silver tongue. A few months later, the bunker was opened and thus began the governmental takeover of the major cities of England. Mitchell guarded the Ahab closely during this time, now being one of her finest guards. As the years went on, the job got tedious for Mitchell and he requested a transfer to a more militant position where he could utilise his skills further. Ahab, although reluctant to lose one of her best guards, appreciated his honesty about how he felt and saw that he would indeed be more useful to her in her military. In reality, he had been under-performing noticeably and she suspected that he was involved in a ministerial scandal. It would've looked bad to execute him or have him thrown in jail, but she foresaw that in such a position of power far away from her he would slip up and "put the noose around his own neck" for her, so to speak.
He began serving as a Lieutenant at the Manchester Garrison, which was far from home for him; but as this point it didn't matter, he was dedicated to the government's service. He proved himself to be an excellent tactician and motivational speaker early on and rose to Major within a year of serving, and spent the next few years organising patrols on the supply routes to stop the raids. Eventually, he rose to the rank of the General of Supplies at the Garrison for his dedication to protecting the trade routes and had the authority now to control everyone in the Garrison. Currently, he continues to serve the British Government.
