Nickname(s)/Alias(es): The suspect has been known to have used the following aliases: Robert 'Bobby' Payne, Jason Smith, Jon Doberman, Kyle Coleson and Gale Norton. Despite the commander's request that I not mention the suspect's nickname, the men have begun calling him 'Doctor Death'.
Race: The eyewitness report of The Suspect describe a human-like figure, although it's possible he is a ghoul.
Sex: The suspect is presumed male, and the accounts of people who claim to have seen him backs this up.
Age: Due to his surgical skill, the suspect's age could be anywhere between from 25-45, but there are no definite estimations
Birthplace: The suspect's place of birth is currently unknown.
Height: The suspect's height, from varying accounts, ranges from 5'11-6'1.
Weight: The suspect's weight is presumed to be average or above, due to his supposed strength.

Hair Style: Currently Unknown
Facial Hair: The eyewitness report mention a clean shaven man, where as other reports mention slight stubble or a 5 o'clock shadow.
Skin Color: The eywitness report maintain the description of a pale figure, but only from seeing his hands.
Build: Due to the lack of appearance of a struggle in all of the cases, it is presumed the suspect is fairly strong.
Distinguishing Features: The eyewitness report mentions that the suspect has a very smooth voice, "smooth but at the same time deep", and says that he wore a cloak or hood of some kind. This isn't much to go on, but he was too shaken up when I interviewed him.
Profession: As well as being a serial killer, the surgical skill seen in the suspect's victim indicates he is/was a doctor of sorts.
Skills: Due to the fact that the suspect seems to lure him victims into some sort of trap, subterfuge and manipulation seem to fit. This as well as a degree of medical and surgical expertise and knowledge in the use of melee weapons would explain the precision in his murders.
Training: It is unknown if the suspect has a mentor/teacher, although it is clear that he has been taught surgical and medical techniques extensively. Although toxicology hasn't been valuable in finding anything, it's possible the suspect may also be trained in the use of poisons and toxins.
Other Abilities: Currently Unknown
Apparel: Aside from the dark cloak/hood the suspect may/may not wear, any other clothing/apparel is currently unknown.
Weaponry: It is presumed the suspect carries surgical equipment and/or blades of some kind, due to his M.O.
Other Equipment: The toxicology report has confirmed that Med-X has been in the suspect of all his victims, most likely what he uses to keep his victims alive while torturing them.
Affiliation: Currently Unknown, though the fact that he a serial killer might indicate he is alone.
Religious Belief: Currently Unknown, since the murders don't coincide with any religious ceremonies/rites/rituals.
Sexual Preference: Currently Unknown
Relationship Status: Currently Unknown
Personality: From the description of the suspect and his M.O., the psychoanalyst back at the base presumes that the suspect suffers from antisocial personality disorder, but due to his precision and apparently smooth demeanor he may find it easy to blend into society. Due to his obvious psychopathy, it is presumed he has a lack of emotion (thus making him quite cruel and calculating) and finds it difficult to make strong social bonds with anyone apart from his victims.
Despite this dark personality, he appears to be quite intelligent in terms of his methods and is quite cautious due to the fact that he never leads anything that could lead back to him (exception: see enclosed holotape labelled "Greetings!"). The suspect only seems to engage in physical confrontation/contact when he sees fit, and only the eyewitness has ever encountered him. His M.O. is odd, as it doesn't have much of a pattern other than the fact that body is always placed in a certain areas Post-Mortem, odd surgical practises have taken place (such as the removal of certain organs or grafting of skin in strange manners) and the fact that everything he does is precise and neat.
NOTE: The suspect will most likely mimic the emotions of others in public or even when he first meets his victims, so his real personality will not be very useful in tracking him down.
Case Briefing, by First Lieutenant Briggs
The suspect's, or so called "Doctor Death"'s, presence became known around eight months ago, when the body of a traveling merchant was found in close proximity to McCarren. Originally, the people who first arrived at the scene (Private Rogers and Private Jameson) recorded in their accounts that the killer was most likely either a Fiend or a Khan, but this was omitted due to the surgical precision. When the investigators and forensics arrived at the scene, The Vulture was also thought to be a prime suspect, but even for him this was a little "too perfect", to quote the commander, and it just didn't fit with his usual M.O. (since certain organs were removed and put in jars beside the victim).
Other victims appeared soon after in the coming weeks, many of them away from anywhere densely populated and sometimes in more rural areas such as farms. The pattern was broken as soon as victims appeared in Freeside and one on the Strip. The victims are thought to be taken when traveling on the road, and despite the fact that bodies crop up in various places it appears that they are placed there post-mortem, which hints that they are killed elsewhere. It seems that the killer prefers a cautious approach, since the people disappear quite suddenly, without warning and there is nothing to trace the suspect with. As a result, the suspect is to put on the blacklist, as he is extremely dangerous to the public and to the us, the NCR (although with some luck we'll get a break in the case and catch the bastard).

Incident Reports
Incident Report #1
Daniel "Reliable Dan" Jackson: Believed to be the original victim of the suspect, the victim was found laid out quite peacefully across from Camp McCarren's East Wall. The victim had both of his eyes popped out of their sockets and lying symmetrically on his forehead, and there an absolute absence of any struggle. The cause of death later appeared to be due to the removal of the victim's liver, meaning that the eyes were popped-out post-mortem. Doctor Kemp has provided detailed medical notes, which are enclosed below.
Incident Report #2
NCR Private Sarah Gallagher: The victim was found in one of the greenhouses of the farm, but she was killed elsewhere (as shown by the fact that she wasn't posted at the farms). This time, the rib cage was totally removed and the body stitched up professionally once more, with all the organs still being quite intact despite the absence of the rib cage. An open incision was left on the jugular, and it appears that the blood from the wound was drained due to lack of blood on the victim. The parents of the victim have asked that her body not be examined further, and despite the fact that I've been told to ignore this the body has been placed in their custody. Kemp's notes are again attached.
Incident Report #3 and #4
Francis Fontaine, P.I.: The victim was found near the NCR outpost in the town of Primm, and the men who approached the body were horrified. All of the blood drained from Gallagher had been dumped onto the new victim, who's skin had been completely removed in every place possible. Fontaine was said to have been asking about the so-called "Doctor Death" in Primm and had unfortunately caught the attention of him, though this is admittedly stupid since Fontaine would've been wary of this. Since the skin has been extensively removed, it is hard to tell whether or not a struggle incurred. Kemp's notes are attached.
Johnny Fontaine, Bounty Hunter: The victim had not been searching for the suspect, unlike his brother, but it seems the suspect assumed that they were working in tandem. Fontaine was found by civilians before anyone else, most of whom were scared stiff. The victim had his brother's skin over his own (although it was quite imperfect), and it seemed an incision had been made on his skull and his brained had experienced some blunt trauma, which was unusual. Kemp's medical report goes over it in more detail.
Incident Report #5
Harrison "Harry" Martin, farmer: The victim was found in Freeside by some gamblers leaving the Rangler. Unlike all of the other victims so far, there appeared to be nothing visibly wrong with Martin, aside from many long scars. Autopsy showed that almost every organ in his body had been removed and the space made up for with some kind of plaster dust. Due to the absence of the organs anywhere on the scene, we decided that the suspect must've kept them, for what use we didn't want to fathom. However, they were later found amongst the beverages at the Rangler, to our surprise. Kemp's report is enclosed.
Incident Report #7
Albert Swanson: This case was particularly unique, as it was the spiritual birth of his nickname. Swanson was found in one of the rooms of the Tops, and this was quite disturbing. His head had been removed and the head of a Brahmin had been crudely stitched onto the void which the missing head created. On the wall, in blood, a phrase was written: "The Doctor is in...". Kemp's report says that, considering the different between the size of a Brahmin's neck and a human's, that the job was pretty well done, if you can call it a "job".
Kemp's Autopsy Notes
(Kemp's holotapes describe the forensics report on the bodies). The toxicology shows that Med-X was in the system of each victim, indicating that each of them were heavily sedated during "surgery". The amount fluctuates, but the process wouldn't be too painful for them. Autopsies reveal careful removal of organs in certain cases and well-stitched and placed skin grafting in others. Where blood has been drained in certain victims, the body is extremely clean in terms of leakage and so on. All victims demonstrate an excellent medical technique.
Evidence #11, "Greetings!" Holotape
The following is a holotape sent to the NCR at McCarren. It contains a conversation between the suspect and the eyewitness, who's name is [REDACTED]:
The holotape begins with some low crackling and (presumably) breathing. This continues for roughly 30 seconds before someone finally speaks.
"Are you comfortable?", a voice (presumably the suspect's) whispers.
There is no response. The sounds of scraping metal can be heard in the background, as well as an almost inaudible song playing on a radio. The silence continues for another few seconds.
"Where... where am I? What is this place..?", a different voice (more feminine) mutters, sounding tired and distressed. After some more scraping metal, the suspect (?) replies.
"You're in my laboratory... and today, you get to witness my cure to the disease."
After
