Hey there, name's Line. Looking to do some Fallout RPing and wanted to shoot up a hello before I got started, ask what areas have the best activity before I plunged into the bio and put my char in a dead area. Any recommendations?

Sorry you haven't been greeted by anyone else yet, not many people are online at this time except us Aussies (Me, Sab, Sal - You'll meet everyone soon enough) so let me be the first to say Hi. Howdy, Zel here. (Not an Aussie), I'm usually... lurking. Sorta, You might catch me when I'm paying attention, but sometime I have the chatango sound muted, so it might lead up to be missing those messages. Nonetheless, I'm around most of the day, every day.
Though there isn't any really "dead" areas as such. The Mojave is a lot more active... Though we have a bunch of User added areas... Though sadly I think most of those places are full currently. That being said most people have characters scattered around, so if say you wanted a rp in the Capital Wasteland, there's probably a bunch of people waiting in the wings regardless.

Aaaand bio up. Nice to see y'all Stel, Zel, Chedder. Hope to get some RPing done with some of y'all soon. If I may, about how long does approval normally take? And do people normally set up RPing in the OOC forum or on this 'Chatango'?

Welcome aboard Line c: I'm Zen, the local not-Fallout (I'm really a global mod, but everybody else knows more about Fallout than me so I try to leave that to the masters) mod.
Approval can take anywhere from no time to a couple of days depending on how busy we [the staff] are. If it's been three or four days and you still haven't gotten the necessary approvals or feedback (or if you just have any questions), feel free to remind/harass/nudge/bludgeon a staff member if you can catch one.
As far as setting up threads is concerned, I usually see a healthy mix of Chatango- and forum-based planning. I don't think I've ever established a planning thread in order to orchestrate a Fallout, Elder Scrolls, or Halo thread, but obviously some members do and have had quite a bit of success in using forums to plan things out.

Chatango isn't necessary for Roleplay, and we occasionally get people who don't use it. While the Nexus messaging system will allow you privacy between you those added to it, Chatango is definitely much more fluent.
