Goals: The Clandestine's main goal is to steal, as any thieves group should focus upon. This group prides itself on, however, not being caught in the process, trying to brand itself as a 'trustworthy' and professional band of thieves.
On the side, they are also 'scavengers'. This is simply because if they find a crashed ship of some sort from the surrounding wars, they won't miss the opportunity to get some good 'scrap'.

Beliefs: Before, there was a saying "there is no honour among thieves."
The Clandestine try to oppose that by punishing those who break rules set forth that would disrupt peace within the faction itself. It is to the belief of The Clandestine there is no market for professional and organized thieves in the universe, and due to this, they aim to fill that gap in the (black) market, branding themselves in getting jobs done.

Allegiances: While not directly going to people and agreeing terms of alliance in any form (due to The Clandestine not being a government by any means), a loose non-hostility agreement has been made between pirate groups in the Neutral Space. The Clandestine are growing influences on the Black Market and hope not to offend any large criminal organizations, rather make alliances in the future.
Enemies: The major factions are not enemies. At least not yet. Trying to go un-noticed in the universe, The Clandestine have not yet attracted the attention of UNSC, the alliance, ONI, The Covenant, Anti-Covenant rebel groups and Anti-UNSC rebel groups. But if caught in the act of stealing, either from the listed factions or civilians or big corporations, even mice fight when cornered.
There is no general enemies of The Clandestine because, as thieves, you can't really trust anyone with this sort of thing.

Headquarters: In Neutral Space, a hidden and abandoned UNSC outpost in a meteor has been refurbished and re-purposed to fit The Clandestine as a place of main operations. The location is called "HQ", simply because it was never given a better name. It's here that thieves lay low, are trained, accept jobs and store / repair stolen or scavenged goods.
Locations: Outside the HQ, The Clandestine would have small hideouts in UNSC and Sanghelios Concordat Planets.
The Rules of The Clandestine:
1) Do not betray. There is loyalty among thieves. Together we are unbreakable.
2) Do not take un-needed risks. It's a quicker way to death.
3) Usage of resources is limited. Don't get greedy. Always ask before using.
4) We are not pirates. Do not needlessly kill. Fight only if needed.
5) Take Phoenix's Paintings, you will die instantly. No joke. Refer to rule one.
6) Revealing the HQ would destroy us. Keep it from the law by any means possible.
7) Refer to one another by code-names when operating together.
8) Always seize opportunity to take something of high value if you are certain you can pull it off.
9) Once an operation is complete, dispose and destroy of all tools, weapons and vehicles.

Armaments: Stealth. When stealth fails, anything can be used as a weapon- though mainly, most of The Clandestine would simply run and hope for the best. However, in more professional standards, such as hideouts, the protection of HQ and very special missions, The Clandestine will indulge in some weaponry. These weaponry in question are entirely random depending on the members choice, having a selection of Human and Sangilo's Concordat Weapons.
Armor and Uniform: The dress cold is black and lightweight. Beyond that, anything.
Vehicles: Mainly civilian based vehicles and civilian carrier aircrafts. Anything that suits the theme of disguise when in certain areas. If, for example, stealing from the UNSC, they would temporarily use an UNSC vehicle.
Technology: Standard Human Technology, databases, long-range radios and the like. While The Clandestine has wished to get their hands on stealth technology, such a thing would be a task of great risk (I'd rather get that through RP).
Other: Aside from hidden hideouts throughout the universe and the HQ, The Clandestine don't like to own much. They would rather keep what they own low so no one can steal what they have already stolen. No traces must be left.
Numbers: It's argued. The Clandestine don't own much, only operating out of hideouts which have direct communication to the HQ. Word of mouth can only go so far, however, so HQ doesn't actually know how many are under their own command and employment. If asked, it'd be "give or take, 10'000."
Not a bad number. But given the circumstance of employment, only 5'000 of the 15'000 are actually loyal and dedicated to The Clandestine while the others simply operate on a much smaller and pathetic scale, to the point of being petty thieves without guidance, just selling their findings to The Clandestine itself- not counted as actual members.
So in reality, the Clandestine have around 5'000 members, and 10'000 more in unloyal connections who would drop the faction if it were to fall apart or fail to provide adequate payment or resources.

History:
There was always more to life. And Litra knew it.
Litra was a woman growing up on Earth who looked around her and saw opportunity everywhere. Wherever she went, there was some kind of advantage to be gained- stealing knowledge, resources, weapons, vehicles, power, life- everything has profit, Litra realized, written all over it. And yet, despite this, she spent her later teenage years in a prison due to working for a criminal organization that described itself as wonderfully united, only to be betrayed by those she once called friends.
Litra swore she'd have revenge, but not against the people who betrayed her- to those who challenged the concept that there was no honour among thieves, as the law constantly reminded her. When released from prison on Earth at the age of 21, Litra swore she would dedicate her life to creating an organization that would never betray itself.
This was in 2629 on Earth. Another 21 years have passed since that year.
During those 21 years between 2629 and 2650, Litra had began gaining support for an improved thieves group. But given the secret nature of the ordeal, it didn't rally much support. Luckily, in 2634 on Reach, Litra met Madog, who had everything Litra needed. Madog himself was a thief of a more violent, less revolutionary nature- but his violent nature gained him much respect among thieves and criminals on Reach and other planets, gaining him the nickname "Mad Dog" as oppose to Madog.
Litra and Madog joined forces after a robbery on Liberty where they both stole a UNSC supply ship. The event gained Litra respect and added to "Mad Dog's" legacy. Together, they created The Clandestine in 2635.
After being branded experts in their field of thievery among criminals, yet regarded unimportant and petty thugs in the eyes of law, The Clandestine began recruiting formally and got skilled thieves across the universe, including members of different races, such as that of the Kig-yar and Sangheili. While not daring to risk getting caught during the brewing of the coming war when everyone's tensions were high, The Clandestine began taking smaller operations of stealing, often from large businesses in Human-origin planets and traders in the Sangilo Concordat space.
The Clandestine repairs broken abandoned or stolen vehicles, weapons, etc. The Black Market itself is what makes The Clandestine what it is- gaining currency from the simple method of stealing and selling. The Clandestine also began taking in private job requests to steal items for money- both jobs and Black Market comes from third party people, be it rebels, crime organizations or simply shifty traders seeking money. Fixes, however, also encouraged Litra and Madog to get a bigger and more secure organization hub.
And thus, they began their search to find a new home.
The "HQ" was founded in 2645, an old abandoned UNSC outpost in Neutral Space, far from any core planets but close enough to get to without being a pain to find. It's a perfect location for The Clandestine to send radio broadcasts to their thieves in hideouts around the universe. Because of the radio broadcasts being able to be traced if larger factions such as the UNSC took notice of The Clandestine, the HQ was never named and the loyal members began using codenames. Litra chose "Phoenix" due to her ideology of 'rising anew from the ashes'. Madog chose 'Mad Dog' because that's what people already knew him as. Fixes chose Fixes. And many other members in the organization began choosing names of a similar nature, be it Nightsong, Silent, Stranger, Creeper, all sorts of names flow through the organization itself.
With war looming over the universe and talks of an ancient race come back to life, attacking planets- The Clandestine, as Litra tells people, only see's profit in what can be stolen and sold, or perhaps used to further the former goal. Having been avoided so far by the larger law authorities, The Clandestine are planning to indulge in some larger operations....
