Facial Hair: Carter has some bitchin' sideburns, but often shaves lips and jaw because he can't grow a very good mustache or beard.
Skin Color: He's about as tan as you'd expect a farmboy-turned-soldier to be. That is to say, very tan.
Build: Carter's fairly well built; he is, after all, a farmboy-turned-soldier.
Distinguishing Features: Carter's fairly plain, as far as strong, well-tanned farmboys go. He doesn't really have any scars or any features of note, unless a halfway-annoying laugh and a bit of a cowboy's drawl count.

Skills: Carter has some experience working on a farm and is pretty good at shooting at things.
Training: Uh... a lifetime of being a farmhand and a month or two of training how to shoot at things? I'm not sure what specifically that would be. Lifetime of being a farmhand and NCR boot camp, maybe?
Other Abilities: That's... about it. He lived a simple life prior to joining the NCR military.
Apparel: Carter wears standard NCR fatigues. He also keeps a standard-issue helmet and goggles; a pair of gloves missing the thumb and forefinger on each hand; and a scarf of mixed brown-and-black, used to cover his mouth and face when expecting combat.
Weaponry: Carter carries three weapons. One is a rather well-maintained hunting rifle issued to him by the NCR, outfitted with a self-bought, dirty but functional scope he painstakingly did his best to zero. Another is a similarly well-maintained 9mm pistol, also standard issue; and the third is a combat knife, also standard issue, which happens to be somewhat dull.
Other Equipment: Carter carries a fair number of rather esoteric items. Foremost among these is a cleaning kit for his weapons; an old playing card, the Jack of Hearts; a few days' rations; a water canteen; a small two-way radio; and a small bedroll, which occasionally doubles as a shooting mat to at least help keep his hunting rifle clean of dust and debris. He also carries ammunition for his weapons, naturally - but no more than nine hunting rifle and three pistol magazines. He keeps all of his gear in or attached to a small backpack, with the exception of the ammunition - most of which he distributes among the various pockets on his person.

Personality: Carter tends to be a rather outgoing, idealistic young man. He was rather heavily sheltered as a youth, and perhaps hasn't quite seen the true levels of negativity the wasteland can inspire. Ever cheerful, ever willing to talk, he's a very upbeat young man.
Carter Cheshire's early life was a relatively sheltered one. He was born to a farmer named Charles Cheshire and his wife Samantha, their only child. It wasn't exactly an easy life; they were often taxed by the NCR, and the winters were long and cold. It was one that worked, especially once the boy was old enough to assist his father in the farming.
Despite the hardship, it was a safe life. They lived fairly close to the Hub, which often generated enough hustle-and-bustle to drive away most of the larger wildlife threats and things like raiders or super mutants. Traders were a halfway common sight, and while the Cheshires rarely had any form of currency they could at least sell their surplus crops or rent a room to passers by to make some money for trade, mostly tools.
It wasn't a bad life, but it was certainly one Carter didn't much appreciate. He longed to leave the farm and see the world, a victim of wanderlust as much as a desire to not spend the rest of his life farming. So when he came of age, he went against his mother's wishes and signed on with the NCR Army. The pay, as it turned out, was at least decent; the angry letters he received more or less weekly from back home, not so much.
Boot camp, however, was difficult. A life of farmwork had hardly prepared him for the rigors of physical training, let alone shooting or basic hand-to-hand combat. He got the hang of it eventually, though, and Carter even managed to get good enough with a rifle to pass the marksmanship tests with marks nearer to the top of his class.
Carter was selected for an infantry role, stationed initially at Camp McCarran to reinforce the troops there.
