Personality: Betty Monica has been described as being distant, cold, and passive towards others. She shows very little interest in social interaction and keeps to herself. She seems to display adequate social skills when necessary. In truth, Dr. Monica, despite being a biologist, dose not value other life, and only seeks in understanding how life can be controlled and manipulated. Her apathy towards other people is somewhat masked by the fact that she is not devoid of emotion.

Charles and Emily Monica, Betty's parents, were both Enclave scientists present at the Poseidon Oil Rig. The two often worked together and were heavily involved in the attempts to study and harness the F.E.V in order to use it to reclaim the Wasteland in the name of America. Both were also vehement patriots, very much believing in America and patriotism and strongly opposing communism. They not only did not believe the Wastelanders were not worthy of life, they also thought that they were monsters, brainless savages, and raiders. As would their daughter, valuing life, even human life, was not something that was routinely important. People were merely tools to be used for a greater good, and if that meant many had to be slaughtered or sent to die, then the ends justified the means. This philosophy strongly created friction between fellow Enclave scientist Danforth Quinn, who worked with Charles briefly before requesting a transfer after a heated argument that occurred when Charles tried to explain and justify his beliefs to Quinn's daughter, Charmaine. Charles believed that Danforth was a communist sympathizer, and often spoke poorly of him and his tendency to isolate himself and his family from the rest of the Enclave.
When the Chosen One destroyed the Oil Rig, Charles and Emily evacuated and were relocated to other facilities. They were often moving due to constantly being tailed by the Brotherhood of Steel and the New California Republic. During this time, however, they were able to conceive a baby in 2258, who was named Rebecca. Her nickname was originally Becca, but her mother started calling her "Betty" instead, finding it more lady-like.
Charles and Emily quickly decided that they wanted their child to follow in their footsteps and become a scientist that would serve her country as well as they believed that they had. When the family was relocated to Raven Rock, they quickly did everything they could to educated her. To their great pleasure, Betty proved to be a prodigy, surpassing many young minds in her studies. However, while her intelligence was great, her social interaction were poor, as she did not communicate or play with any other kids. Her parents were not concerned with this. At the age of 12, Betty was already studying the anatomy of Wasteland creatures, and was even helping create small energy weapons.
Though Betty was a huge success in following her parents scientific footsteps, following their personal philosophies was not as great. Friction occurred within the family when Rebecca started to seem apathetic towards the whole idea of restoring America to its glory, which would, in her parents' minds, be the ultimate defeat of communism. Betty only seemed to care about science and her own personal goals, ignoring the greater goal. This friction would eventually grow to the point of a falling out between herself and her parents, that was marked by the fact that Betty did not care when her father died of a stroke when she was seventeen, a fact that caused her mother to not speak to her.
Betty's lack of patriotism was also frowned upon by higher ups in Raven Rock, but as long as her work proved to be useful, in the end, they reckoned, it didn't matter. Betty was very interested in Death Claw mind control, and was attempting to develop a way in which this technology could be applied to other creatures, even humans, something the Enclave was interested in. Thus, Dr. Betty Monica was often out in Wasteland, trying to control the minds of varying creatures and some Raiders. It was because of her frequent trips out into the Wastes that she created her iconic enviro-suit.
Betty's work on mind control was helping to refine manipulation of Death Claws and was approaching the same for human beings. Blueprints for devices similar to the ones controlling Death Claws were even being drawn up. There was brief talk of using this developing tech on the scientists of Project Purity to ensure their "help and cooperation". Before that could happen, though, one of the scientists involved, Jennifer Steinem, abruptly dropped out of the project after finding out where it was headed. Steinem was important in the device's design and manufacture, and her departure hindered the project that its use in Project Purity were abandoned before they were really taken seriously. Betty made some attempt to convince Steinem to come back, but these failed, as Steinem objected to the project on moral grounds.
The larger setback in Dr. Monica's work came when the Lone Wanderer destroyed Raven Rock, an incident which destroyed her home and killed her mother, who was gunned down by a Sentry Bot who had turned on Enclave Personnel when President Eden and Colonel Autumn had their power dispute. Her team was not actually in Raven Rock when this occurred, but was actually one of the several scouts that dotted the Capital Wasteland, most of which would later be destroyed by the Brotherhood and the Lone Wanderer. When they found out about the destruction of Raven Rock, they abandoned their encampment to make it towards Adams Mobile Base. Betty's original Plasma Pistol, which she had created and was to modify, was accidentally left behind and was later found by wandering and aspiring musician Randy Fredrickson.
By the time that Betty and her team heard about Raven Rock and tried to make it to Adams Air Base, the Brotherhood had already destroyed the mobile fortress, thus leaving the team stranded, with only a fraction of their research with them.
Undeterred, the team set out across the Capital Wasteland, salvaging whatever Enclave tech they could procure from the ruined camps across the Wastes. Betty was determined to continue her work on mind control, and was able to secure some Death Claw mind control devices near the Death Claw sanctuary, which were left behind from a previous Enclave encampment. For a while after that, the group remained in the shadows and quietly resumed their research.
Raiders, wanderers, and others began to go missing, but this was not noticed at first, as many people died in the Wastes without a trace. Betty's team, which had three Enclave soldiers protecting it, were abducting travelers to use their experimental devices to manipulate their minds. Due to a majority of their research lost, they had to start over and some of their devices were resounding failures. Cranial eruptions were common. Eventually, however, small successes were realized in some test subjects. They were capable of being manipulated, but their intelligence was destroyed, rendering them mentally handicapped. Dr. Monica was sure that she would be able to control human subjects and maintain their intelligence, effectively creating docile slaves. However, her research was, again, interrupted. First by Brotherhood scouts. A second time by a would be test subject they tried to abduct who turned out to be a madman with a large supply of explosives, who damaged a suit of power armor with a EMP grenade and injured one of the scientists. The final blow came when a mysterious woman with white hair and wearing a black suit attacked the team in the middle of the night. Though she was repelled eventually, the woman succeeded in killing one soldier and three of the eight scientists. This final incident caused the group to leave the Capital Wasteland, realizing they had too many enemies there.
The team was last seen heading West. It is unknown where they currently are or where they are headed. It is believed that they are are still continuing their research...
