High Desert Wasteland
Oregon, 2283.
"The area is in a state of war. Many villages and towns had declared independence from the New California Republic due to various reasons, the most prominent being the expansion of the Brahmin Barons, NCR Conscription, and NCR taxes. First there's grumbling. Then, a Brahmin Baron in the region is -murdered-. Shot dead by his own workers (locals). Townspeople form up their own bands of militiamen to fight the NCR troops that are being rushed over to suppress this growing revolt."

Geography, terrain, weather:
The High Desert Wasteland is a region, in the former Northwestern Commonwealth, in the State of Oregon. It borders the areas north of Klamath, and reaches an arm around the surrounding territories. The desert goes as far east as the Oregon border, and goes as far north as the town known in the pre-war days as Madras. The area itself is split up between two regions. The southern region of the High Desert Wasteland could quite easily be mistaken for most of the areas of the NCR, including that of the Mojave Wasteland. It is dry and what a desert stereotypically is. However, the northern region is quite wet. It rains quite often in the northern region, making outside travel potentially hazardous.
There are quite a few high altitudes in the region, with a mountain range running between the state on the western half. Located just west of Madras, this range continues down towards the Stateline, where it cuts the NCR settlements of Arroyo and Klamath apart. Cutting the rest of Oregon off, north of Madras and running east is the Blue Mountains mountain range. Out of all these mountains, none are higher than the Steens Mountain located near the Town of Abandon.
Across the area of the High Desert Wasteland, lay many lakes, although some of them are irradiated, those that lay sheltered in mountain ranges have managed to remain almost pure (as far as lake water goes).
As stated previously, rainfall depends on a person’s location. If one is in the north, rainfall is quite a common occurrence. However venturing south, rainfall will become increasingly rare, although it does happen sometimes. Storms can happen depending on the year, and in the north snow has sometimes been known to fall, particularly in the higher altitudes. In the southern region, it becomes very dry and very hot, and sunburn can become a real risk, particularly in the summer, with little to no cloud cover.
History:
Like most of America, Oregon didn’t escape the bombs that fell in 2077. Luckily for the High Desert Wasteland, it’s abandoned towns, tiny settlements and its vast open spaces were of little importance in the war, and a lot of the land was ignored. Though the bombs dropped, it didn’t escape the effects of the radiation and as such many of the vault-less men and women of Oregon died in their homes.
As the radiation subsided, humans came once again to the area that had become the High Desert Wasteland. Some people took up ranching, and some became tribals, and then there were those that took up cannibalism and raiding. Out of Bend, came the cannibals, who would plague the High Desert Wasteland to the present day. Out of Burns came the Gremlin and his pyro raiders, who live up to their town’s name. In the south a settlement known as Klamath grew, inhabited by a community of gecko trappers. Eventually Klamath would become one of the North Carolina Republic’s stakes in the High Desert Wasteland.
To the west of Klamath was the settlement of Arroyo, which became a large, thanks to the efforts of the Chosen One. Along with Arroyo, over the years many settlements rose up in the High Desert Wasteland. As the population rose, trade routes were set up, linking the towns together. Though the raiders from towns such as Burns and Bend still posed a threat, ranchers and farmers decided to move into the desert, to feed and tend to their animals and crops in the relatively safe lands. When the war with Caesar’s Legion and the NCR started, many independents from the Mojave, ended up in Oregon for safety.
Though having been at war for quite some time, the NCR have turned some of it’s interests towards Oregon’s fertile lands. More and more ranchers aligned to the NCR have appeared along the Oregon/California border in recent years, accompanied by a small NCR outpost just north of Klamath. To cope with demand for the safety of their food supplies and with limited numbers of troops (thanks to Caesar’s Legion), the NCR have begun hiring mercenaries to tackle the problem of raiders and other such hazards.
With the NCR borders drawing closer and closer to their independent counterparts, some settlements have begun to consider ceding to the bear, and accept NCR rule.

Edit: I decided to break the guide up. I just think it looks better this way. Not to mention it's vastly easier to edit.
