Weaponry:
.338 Sniper Rifle, with suppressor (similar to a L115A3) as a primary, Ranger Sequoia as Secondary. Earlier in his life, he used a Marksman Carbine, it was far easier to use, but didn't pack quite the same punch. He also used a .44 as a sidearm before he was gifted the Sequoia. After the Marksman Carbine, he chose to use a bolt action .308 rifle, not too dissimilar to his current weapon.
Other Equipment: Standard Issue NCR Ranger Pack. Contains supplies that would be useful to a Ranger in the field. First aid equipment, ammunition, food supplies, water canteen, even a comb.

Personality: Elias has been hardened by constant conflict, fighting and warfare. He constantly assesses places for escape routes, cover, potential threats, and the best way to deal with them. Of course he doesn't act on these impulses, but just in case something happened. Combat aside, Elias is generally a well mannered, polite and kind man. He likes to help those in need. He also carries some survivor's guilt over his experience at Hoover Dam, and harbours a deep and powerful hatred to the Legion. Elias also has a case of post traumatic stress disorder, he is rather jumpy, and when his mind isn't occupied or needed on the mission, it wanders into his past experiences.

Elias was quite well off as a child, played with other kids and went to a military school. His father was a Followers doctor from Boneyard, Dr Timothy Garcia, and his mother was a retired Ranger, Ranger Eva Garcia. She retired only a few years into her Ranger career to look after her son. She often took her son out hunting as a boy. He was naturally talented with a rifle, being fairly accurate and able to control recoil for his age. Elias was strong, fit, fast, and quick thinking, selfless at times, too. In his early adolescence, he saw some junkies going to attack a man, he purposely called the ringleader's mother a brahmin, and evaded the chasing hoodlums. One caught up to him, and he fought him off rather easily, thanks to his mother (and teachers) teaching him to defend himself.
His mother had some trouble adjusting to the home life, and Elias sometimes didn't get as much love as other children. Like, he had a schedule to follow, and not much freedom, with most of his free time either spent in martial training, or studying on things he had learned in his school.

At 17, Elias joined the New California Republic Army, and excelled in the boot camp. He impressed someone higher up, and they kept an eye on him. He could hit further targets more consistently than the other recruits. Elias, in sparring, almost always beat the others. On the field, he performed miraculously, he worked well in a team, and even better on his own, relishing the moments where he did not have to worry about friendlies. He fought tooth and nail for 5 years as a trooper, without fault, with a near perfect record. He was brilliant at eliminating tribals and keeping the peace. Even in this stage of his life and career, Elias was an enigma, he rarely spoke, and he practically radiated a mysterious presence. Elias was told to report back to Shady Sands.

Elias received brilliant news from the higher ups in Shady Sands, he was to be a Ranger, like his mother. She was ecstatic. The training began right away. It was extremely vigorous, he saw that most did not make it, but he was determined to. He had to. It pushed his body to it's limits, and then some. He nearly fell many times, the training nearly broke him as a person, but through determination, skill, and no small amount of luck, Elias passed the training, and was hereby known as Ranger Garcia.

Elias is partnered with a middle-aged Ranger, Ranger Harvey. Harvey became Elias' mentor, his teacher, the man that probably played the most part on his life. Elias picked up quite a lot from Ranger Harvey, and not just in the way of knowledge. They connected on many levels, they were both mysterious, both preferred being alone, but together they found an equilibrium, a common ground where they worked extremely dynamically.

Elias and Harvey receive orders to advance into the Mojave region for reconnaissance. They steer clear of New Vegas, going around stealthily, not interacting with any groups they come across. Harvey's reason for not interfering was that it was NCR brass's decision what they wanted to do with these groups. They were sent as recon, not emissaries. They come across various raider groups, and an old enemy: the Great Khans. On the last leg of their journey, the Long 15, the way home, they were attacked by a large group of the Vipers raider gang. They were able to overpower and kill Harvey, but Elias narrowly fended them off. He buried Harvey by the side of the road, using a shovel one of the Vipers used as weapons, probably an initiate. Elias kept his mentor's dogtags as a reminder of his greatest friend in this world. To this day, he keeps them in the front pocket of his undershirt. He returns to Shady Sands, and relays the intel to NCR brass.

In the time between Mojave recon and 2274, Elias went lone wolf, taking risky assignments that even other Rangers wouldn't take. He was a good marksman, very good, even for NCR standards. If he wasn't such a good Ranger, they'd have put him in First Recon, he heard from one of the Veteran Rangers. Elias idolized the Veterans, even he saw them as gods among men, and they were his endgame, what he aspired to be. A symbol that was loved and feared.

Elias was chosen to accompany the NCR force into the Mojave region. His reconnaissance 6 years earlier made him a natural choice for it. After the Treaty was signed, Elias was stationed at McCarran, often taking assignments against Fiends and the like to pass the time. Elias begins working with a fellow Ranger, Teresa. She becomes his unofficial parter, taking quite a few assignments out together. Elias began to harbour feelings above friendship for her, But a mix of anxiety and NCR's rules on fraternisation prevent him from pursuing their relationship beyond good friends.

Elias participates in Operation Sunburst. He is given an Anti-Materiel Rifle, to penetrate the thick power armour used by the Brotherhood of Steel. To this day, Elias counts this battle as his bloodiest. They slaughtered the Brotherhood like pigs, they were trapped and had nowhere to go, and still the NCR pushed on them. Sadly, he had to give the high powered rifle back after the battle.

The First Battle of Hoover Dam. A few days before the battle, Elias was shipped off to Hoover Dam, to help formulate the defence. When the battle broke out, Elias was up on a hill with fellow marksmen Rangers, and First Recon. With a new rifle he bought, Elias was capable of tearing Legion ass. Often shooting through Legionaries, to hit other Legionaries. Teresa was ordered on the front lines, help keep the frontlines strong, but she was overwhelmed, captured by the Legion. Instead of staying on his hill, and shoot the Legionaries surrounding her, he decided to slide down, and attempt to get her back in close combat, there were plenty of snipers to cover his attack. On his push, he narrowly avoided a spear, which impaled into a Trooper behind him. Forgetting about Teresa, he attacks the Legionary that threw the spear, drawing his revolver, but he was too slow. The Legionary kicked it out of his hand and tackled him. They engaged in a dance of fists. It didn't take much, but by the end of it, the Legionary died of asphyxiation, a shattered windpipe. As he rose, he took one bullet to the shoulder, it sent him reeling to the ground. He had to be pulled out of the battle.
When the Legion appeared to be gaining the upper hand, the whole NCR was evacuated to Boulder City. That is where Hanlon deployed his curveball. Destroying the Legion force, making them retreat. Hanlon and Elias both wanted to pursue the Legion across the Dam, and end it once and for all, and rescue Teresa, but orders and his new wound forbid him from doing so.

Elias was honoured for his service at Hoover Dam, and was promoted. He donned the Black Armour, and stepped into the shoes of the legendary Veteran Rangers, during the ceremony, he thought of Teresa, how she deserved this more than him. He felt guilty, what if she was still alive, being tortured by the Legion, or worse...

Elias is further honoured for his long service in the Rangers, he is given the mythical Ranger Sequoia. Twenty years in the Rangers, fighting in the largest campaigns in NCR history. Shortly afterwards, he was shipped off to Baja. He didn't stay long, only a few months at most, before they sent him, along with most of the Rangers there, back to the Mojave. In time for the second battle. Elias' experience with the second battle was much like the first. He was set up on the same hill as before, assisting in clearing the Dam, and firing shots into Caesar's camp whenever he could. Overall, he fought much more ferociously than he did before, thinking of Teresa.

Elias volunteers in ridding the Fiends from the New Vegas area, but hears rumours of a lot of Rangers being reassigned to Oregon.
