Training: Aside from run of the mill boot camp training for the NCR's soldiers, he hasn't received any "training", although as a child he read a lot about history and culture from books his parents owned.

Apparel: When on duty, he sports standard issue NCR gear and pair of black tinted goggles. Off duty, he wears olive cargo pants, a white t-shirt, combat boots and sometimes a dark brown cargo jacket.
Weaponry: Standard issue N99 10mm Pistol, with a detachable suppressor. In battle or when working, he'll also carry a Service Rifle.
Other Equipment: A few clips for his 10mm (and Service Rifle if need be) and a Water Canteen.

Personality: Gouranga's name itself denotes part of his personalty - "be happy". Although he's not always happy, he promotes optimism as a whole. He's rather cynical in other aspects of culture and politics, but still promotes this. Furthermore, he's very intelligent and cunning, but not ruthless or cold albeit nevertheless calculating, and uses this to his advantage; what other people don't know can be used against them, even if it isn't true. Many of his friends would call him quiet and obedient, or just maybe less of a loudmouth than the other soldiers on the base, but on top of all this his most redeeming trait is his courage.
Kumara Nagarkar was born to a pair of Indian-Tibetan parents in Shady Sands, and his family prior to this were descent from the original members of Vault 15. As a child, he was a taught to be proud of this, as well as his heritage beyond that as a whole. Growing up, he learned much of Vault 15 but also Indian culture and traditions of the past, which always fascinated him. Even as a child, though, it was ironic to him that the founder of a corporate capitalist machine like the NCR was spawned by Aradesh who was also of Indian descent. The irony was due to the fact the the British had occupied India very closely to how the NCR occupies Nevada and California; they siphon the wealth of the land and mistreat the people for the sake of corporate profiteering.
After receiving an NCR education, he was drafted into the military and forced to serve his great nation, or at least that's how they identified themselves. Although he loathed the idea, it paid the bills to treat the radiation sickness his brother and father were suffering from due to some kind of genetic disposition to adverse reactions to it. And so, he worked as hard as he could and got through boot camp just about, and could now start paying to treat his family. It wasn't too long, however, before he was moved far away from Shady Sands to deal with what at first he assumed would be the threat of the Legion...
The California-Oregon borderlands. The citizens living under the NCR's oppression here had turned an uprising into a war, and now he was forced to play a part in all this. At first, he simply served his army and fought against the Oregon Devils and the Oregon Republican Army in small skirmishes, and there wasn't much else too it. It was difficult and dangerous, but he didn't have any ties with these Oregonians. His fellow soldiers often pointed out his optimistic streak, and he gave himself the name "Gouranga", which he told them meant "be happy". And for a brief moment, he was happy; happy that his family could live with him paying for their treatment... But weeks later, he received a letter noting that his father had died and his brother had fallen into a coma following a missed course of treatment due to the fact his pay had been cut to cater for the war effort.
Now, it was personal. The NCR had crippled his family, and now they were going to suffer the consequences. It didn't take much sniffing around with a nose like his to discover that there was a network of moles within the very camp itself. Weapons and Ammo were being siphoned from the factories directly, and it all it took was the Quartermaster adjusting some numbers to keep suspicions at bay. Although this was likely the cause of his lowered pay, it didn't matter now; he just wanted revenge. Gouranga was tasked with trafficking the supplies across the border to ORA operatives, sometimes via bags of ammo or weapons and sometimes via Brahmin or Bighorners carrying larger shipments. Each trip became more risky, and the cargo too. Meds, Guns, Ammo and all sorts of supplies began being driven into the hands of the ORA, and all via one man; Gouranga. Eventually, it got even worse, and one member of the camp was killed when he got too close to the operation. Both Gouranga and the network of smugglers are only a few steps away from being uncovered...
