Lucas Sicarius is currently observing training areas, trying to find members for Winter Team. He currently has his eyes on Erin Gannon, a SPARTAN who was in the same class as his. She was the only person better than him in the field of Marksmanship. As of yet, there are no other members. However, as the next classes of SPARTANs graduate and the next set of SPARTANs receive their promotions, it seems there is hope for Winter Team yet.
Much like Team Noble, Winter Team is planned to have a Leader, an Intelligence Specialist, a Scout/Designated Marksman, a Melee-oriented Rifleman, a Heavy weapons specialist and an all-purpose rifleman. This balance of members would make Winter Team capable of any job that they are assigned.
