Goals: To expand their mercenary business across the wasteland, to earn more caps than you could ever possibly spend and to eventually become the most influential power in the whole wasteland.

Allegiances: They have done dealings with dozens of factions, but that's strictly business; they have no friends.

Locations: Although their HQ lies in Idaho, they have agents working for them in throughout Nevada and in parts of Oregon and California.
Armaments: The weapons they use depend on their skill set, but they have in their possession the following: Assault Carbines, Light Machine Guns, Chinese Assault Rifles, R-91 Assault Rifles, DKS-501 Rifles, .308 Calibre Hunting Rifles, M-1 Garand Rifles, Bowie Knives, Combat Knives, Trench Knives, Frag Grenades, Plasma Grenades, Bottlecap Mines, 12.7mm Pistols, 10mm Pistols and Hunting Shotguns. Although not used often by their personnel, they also have a weathered Plasma Caster and Minigun from their Enclave roots.
Armor and Uniform: The Bloodhounds' elite members (known as "Cerberus' Unit" or "C.U. boys") don thick all-black fatigues with an armoured vest and several pieces of armour over key body parts, advanced utility belts and a variety of Cold War-era gas masks (mostly the kind with a long filtration tube like an elephant's trunk) with red tinted optics, as well as black leather gloves. The less experienced members sport mishapen combat gear that is usually dark in colour or camouflaged, and some members simply wear many layers of pre-war survivalist gear with burlap sacks for masks or just a simply rag covering their face.
Vehicles: On the confines of the base they have two working vertibirds, but they're rarely ever used.
Technology: Each of their members carry walkie talkies/portable radios, although the C.U. boys have this feature built into their masks (hence the aerials on the side of each of them).
Other: Their base of operations is heavily defended, both due to how it was constructed pre-war and due to the large amount of time the Bloodhounds have spent fortifying it.

The Bloodhounds are a militant opportunistic mercenary private army with a myriad of men who's hearts pump pure darkness, but their roots are even darker...
It began with the end. The Enclave had been defeated, and all hope for restoring the once great United States were lost in the face of the NCR and the Brotherhood of Steel. Many of their men didn't make it during the war, and hundreds more were executed post-war for their crimes against humanity. Some, however, fled persecution and became later known as remnants, consisting of splinter groups spread across the outskirts of the NCR's influence and beyond. One such group was a squad of men led by Nathaniel Kennedy, a sergeant in the Enclave's ranks. The group was rather quaint, around ten people (seven men, three women), and truth be told he had no idea where to lead them; the NCR were growing ever stronger so leaving California, or even Nevada, would not cut it. His motley crew cut across the country northwest, until they reached the ass end of the state of Idaho.
What they came across, however, would show itself to be their future; this place would become their legacy. It was a military installation, somehow untouched (most likely due to the robots patrolling the perimeter and the fact that the main hatch leading underground was rusted shut), and Kennedy and co spared no time in cracking it open. The old facility was ominous; there were signs of age but no sign of any human activity for a long time. From what old data logs showed, it was a Black-Ops training facility for soldiers who were to be dropped behind enemy lines in China or any other fronts that may have developed during the Great War. It was home to a massive armoury containing a variety of conventional weaponry and a hell of a lot of ammunition, as well as a large stock of combat gear with specially designed utility belts and gas masks with night-vision effect; they could easily replace their worn out Enclave gear with all of this.
However, Kennedy saw more in all of this than just a gigantic pile of loot; a future for the wasteland. He envisioned a new Enclave that would restore the USA to it's former glory. Frantically he began devising a name for this mad fantasy of his, dubbing them the Bloodhounds, and calling himself "Cerberus". The madness began to truly sink in when he began practically advertising this new faction across the wastelands, hoping to attract budding mercs or ex-military personnel... and strangely, it worked. Mercs of all kinds began flocking in, and some ex-members of the NCR also began to fill the gaps in Kennedy's quota. After a year or so, the power began to get to his head and the idea of rebuilding the USA became distant and the goals deviated more towards control, power, influence and wealth; a truly American set of goals. The mercs were trained under the wing of an elite Enclave drill sergeant (Roger Ensign) and given access to the elite gear available at the site, becoming the first members of "Cerberus' Unit", as they would later be called to differentiate from the rest of the militia.
Nathaniel had a son in 2246, after the Bloodhounds had begun to take their first big contracts and make a name for themselves. Nathaniel always dreamed this base would be his legacy, but with a son he could have a living one; he gave his son, Brandon, the best training he could devise and all of the top quality gear, including some of the remaining Enclave gear. Brandon was told he was going to be the future of all mankind, and the he would take his father's mantle when the time was right. As the years passed, the C.U. grew and the contracts became bigger and shadier (including some under-the-table ones from the NCR and a couple from the Bank of Armageddon). The C.U. gear was running low now, and so the new recruits that appeared had to make do with whatever they could find, not to mention many of them were poorly trained and were ex-raiders looking for a better fort. This lead to an influx of what would become known as the "Bloodhound Militia", due to their less organised appearance and mannerisms. The group continued to grow, despite some attempts to coup them from the NCR and rival mercenary groups, and Brandon (like his father promised) became the defacto ruler of this new mercenary empire, becoming even more ruthless and unstable than his father before him.
A dark shadow looms over the American wasteland, and it's out for blood... just pray that it isn't yours.
