So I decided "Fuck it let's make a series of threads for debating lore in the series that we enjoy, by using well reasoned arguments and using evidence from those series to make a point."
Thanks to ShoddyCast, I've been given the idea for a first one, one I'm sure will grab some of yours attentions for a bit.

So without further a-do, what do you think? Are the Enclave the good guys in Fallout 3? Are they not necessarily 'good', but needed? Or are they murdering maniacs, fascists who deserved to be put down?

"Good" is, of course, very subjective.
The Enclave represents the Pre-War Government, who are attempting to retake the country. In my opinion, we don't really need to invoke Hobbes or Rousseau in this, because they are virtually irrelevant to this discussion. I'd sooner bring in Immanuel Kant than those two. No, Autumn is not Eden, and was probably not going to poison the water supply killing thousands of people and, yes, Autumn is arguably more incharge of the Enclave than Eden is, so the Enclave may not share Eden's vision.
Or at least, you could speculate that, but we know that Dick Richardson believed a very similar thing to Eden, that everyone outside the Enclave were filthy mutants and needed to be eradicated. So we can assume that at least some of the Enclave in Fallout 3, if not most or all of them, would fall in line with Eden's vision.
But, more importantly, what is the Enclave's ultimate goal? Is it to protect the welfare of the people and keep them safe and supported? Of course not. The Enclave only care about restoring America to its power. By any means necessary. They are government officials living in a world where their power has been evaporated, and their overly patriotic view of Democracy eradicated. Another clue are the Vaults, which may not directly be Enclave, but Vault-Tec was a government funded corporation, and the Vaults are, at least to some degree, subject to government control as evidenced by the fact that the Enclave opened Vault 13 by sending a command to the computers.
So, the Enclave are, at least in my opinion, in all ways "Evil".
Are they a "necessary evil"?
In my opinion, not really. The world is covered in radiation. There's no getting around it. It would make more sense to NOT kill the "mutated" population as they currently are a large potential chunk of the new "America". But even if Autumn wasn't going to do that, let's think about what America was before the war. Keep in mind all the Propoganda, the Government manipulation, the power-play that existed and pretty much helped cause the war in the first place. If the Enclave took over again, they'd merely restore their power and something akin to martial law would exist. We can find evidence in that in some of the broadcasts that Autumn himself puts out through the Eyebots - "When you see the Enclave, you see the United States government. We are authorized to restore order and civility, by any means necessary." Reading between the lines, we can see that order and civility will probably mean whatever their vision of America wants it to mean.
So, in conclusion, I think the Enclave are neither "Good" or a "Necessary Evil".
