Distinguishing Features: Aside from the gruff, Ghoulish voice, his beard sets him apart from other Ghouls.
Profession: Before the war, William was an English Professor. Shortly after the bombs dropped and before the Ghoulification, he was a member of a local militia that attempted to survive the new, bleak world, and at one point, was the mayor of a small settlement. Now days, William is sort of mix between detective and trader.
Skills: Small guns, speech, small melee weapons (knifes, machetes, daggers.) keenly perceptive.
Training: Gained proficiency in the use of small guns from his years spent desperately trying to survive the early years after the Great War-- nothing formal. Speech came natural to him, as he is a self proclaimed master of vocabulary. Learned Dagger fighting from one of his Pre-War hobbies of Renaissance era dueling. Always had good sight, and gained better awareness as the years dragged on.
Other Abilities: Gifted writer. Fluent in German.
Apparel: Fashions himself as a tough, noir type and wears a very worn and weathered gray trench coat, white button up shirt, and a black tie accompanied with dusty khaki pants, and black dress shoes.
Weaponry: Concealable .357 revolver, Dirk Dagger, lever-action shotgun.
Other Equipment: On a typical day, he'll have a belt with small leather pouches, 2-3 Stimpak's, a flask for water or other drinks, a zippo lighter, and a messenger bag with maps and preservable food.

Personality: Can be sarcastic and wry, but tends to mean well. He likes to act as though he has come completely to terms with the death of his wife, past life, and the splendorous pre-war world, but still pines for the old days. Willing to help others, but expects something in return. Enjoys educating people.
Born before the world was decimated by atomic fire, William lived a typical American live. He was born in Louisville, Kentucky and lived there for most of his Pre-War life. In school, he excelled at all things literature and art related, and even earned many an accolade for his talents as a writer. It was in High School that he would meet his future wife, Carmen. The two would fall deeply in love, and planned on attending College together.
After University, William got a job as an editor for a local newspaper for awhile, and eventually went back to University to get a degree in Education, and would become a University Professor in his 30's.
When the bombs hit, William and his wife were caught entirely off guard, but luckily happened to live relatively close to the Mega Cavern (real place-- has remnants of a nuclear fallout shelter in it. Interesting locale.) and were rushed deep into the caves. The caves served as haven for those who didn't have access to one of the local Vaults, but could afford some form of protection.
The survivors in the Mega Cavern decided to foray into the outside world after only a month of staying underground. William, even though he wasn't particularly physically fit, was chosen to be part of the expedition team. It was in the outside world he would acquire exposure to radiation, and would begin the gradual process of turning into a Ghoul.
Over the years, William would gain ailments attributed to radiation-- hair loss, and slight radiation burns, but nothing major.
In the year 2083, William and a band of survivors, including his wife, of course, would head out into the remains of Louisville to begin the process of rebuilding the dead world. They set up settlement in a largely intact apartment complex, and took to calling this pseudo-town 'Oase', with William serving as the towns mayor. The town would prosper, and attracted an influx of settlers.
Sadly, in the year 2087, William would fully succumb to Ghoulification, and served as an early example for many of just what radiation can do to a person. Settlers would stop coming to Oase in fear of the towns "Zombie Mayor," but those who knew William beforehand remained loyal to him, and Carmen still considered him the same old guy, albeit a tad uglier.
In 2094, Oase's continued expansion of wealth made it quite famous around the remains of Louisville. Survivors from all over would come to trade scrap and food. Not all good came from this fame, however, as raiders would try and sack the town numerous times, and in 2095, would launch a huge siege on Oase. The citizens fought valiantly for the home they sacrificed so much for, but in the end, their efforts proved to be for naught, and most of the town would be slaughtered. Carmen would be burnt alive by a certain raider and his flamer. William, the town medic, the local weapons-maker, and an everyday farmer were taken captive by the raiders.
William and his remaining citizens were put to slave labor in the raiders' outpost. His new overseers quickly took notice of his ability to resist radiation, and he was soon made to wade through the radioactive Ohio River. William noticed an old steam engine left in the water from before the war and knew he and his men had to get down river to escape, so after a few weeks of slavery and in the middle of the night, William and the other citizens that we captured were able to sneak around in the outpost, and stole a flamer from one of the sleeping raiders' quarters. William, seeking revenge for his lost love and friends set fire to the wooden shacks, and quickly dashed for the Ohio River with his compatriots in tow. They trekked through the radioactive flood of the Ohio, and climbed aboard the vessel, desperately trying to find out how to work it.
As they got the boat started, they sailed down river, and after many miles and a week, they landed in Cairo, Illinois, where they would rest for awhile. The town of Cairo had become a kingdom united by one ruler, and was modeled after ancient Egyptian culture.
After many theatrics later, William would continue wandering and exploring the Wastes, heading as far west as possible. Eventually, he found an old abandoned liquor store in rural Nevada, and turned it into his home and business. The year is 2282, and William works as a sort of detective for the people, operating out of his liquor store home.
