Craftsmanship: During his time in Bolt City, Walter became a master craftsman, learning how to engineer all kinds of fun solutions to everyday wasteland problems. He was able to focus this craftsmanship into the construction and maintenance of pre-war robots.
Energy Weaponry: In learning the workings of robots, he had to learn their power sources. As he discovered after leaving Bolt City, this translate really well into messing with energy weapons. Heck, a lot of them already had lasers built in, so in some ways, working with regular weapons was easier.
Explosives: Walter never really liked explosives. Too messy. Too imprecise. However, he did accidentally blow up a Mr. Handy fuel mixture that he had been working on. To this day, he remembers that volatile formula, and could probably replicate it if he wanted to.
Firearms: Absolutely awful. He know’s how to aim and pull a trigger sure, but some of the more advanced guns might take some time to work out their mechanics.
Hand to Hand: He never really learned how to fight, so just like with any physical activity, Walter is sure to fall short.
Science: Science is probably Walters second strongest skill. After all, in addition to building robots, he needed to know how to program and hack prewar software. It became quite a talent, and his found himself able to splice together different programs just as effortlessly as different robot parts.
Subterfuge: This guy is about as subtle as a deathclaw.
Survival: Walter always had a small knack for scavenging. Although, he’s much better at taking apart electronics, he isn’t too shabby when it comes to figuring out that he can take apart that table clock to get some much needed screws.
Training: Walter has received training in the maintenance of robots, which also translates rather well into the maintenance of power armor.
Other Abilities: He’s a rather quick talker. He would be easily comparable to a snake oil salesman if it weren’t for the fact that he’s actually a generally honest guy. He just has a certain gift of the gab that you either love or hate.
Apparel: Armor was something he could never quite get into. While living in bolt city, he wore some rather uncomfortable mechanics jumpsuits that just never sat right with him, no matter how much he wore them. When he ran, the first place he came upon was a clothing store, where he picked up his black slacks and vest. Of course, he does still have his bulkier mechanics jumpsuit which while uncomfortable, he must admit is a bit of a help when working on his toys.
Weaponry: In running away from Bolt City, Walter grabbed a laser pistol and about some energy cells.
Other Equipment: Two standard Protectrons that he has fixed up and reprogrammed to function as his personal bodyguards. He also developed a small little tracked robot that functions as a rolling inventory, allowing him to store about 100lbs of stuff inside it.

Personality: Walter is easily described as a smooth operator. He loves to talk his way out of a variety of different situations. He’s also what some people might call an insufferable genius. He’s brilliant and he know’s it. Of course, this leads to small crises of ego when somebody more skilled than him comes along, but those people so far have been rather few and far between.
Walter grew up in a settlement called Bolt City in the ruins of pre-war maryland. Bolt City was built into the industrial district of baltimore, with it’s center being an old Robco facility. Of course, other industrial buildings were in the vicinity, so spare metal and parts were never an issue. Walter grew up in one of those outer buildings. From a young age, he showed an aptitude for robotics, and by the age of 18 was placed on Bolt Cities robotics council.
The robotics council wasn’t the friendliest place to him. Walter was rather self centered at the time, and rubbed a lot of people the wrong way. His proposed policies would have led to a lot of higher ups having to make some sacrifices for the good of generations. Walter had to be dealt with. So using code that Walter wrote, the chairman of the council orchestrated a setup that would paint Walter as a fraud, enabling them to get him thrown from his position and into a jail cell. Then they wouldn’t ever have to deal with him again.
But before Bolt City security could come for him, Walter ran. His stolen program had some anti-theft code that alerted him to it’s use. He immediately figured out the council's plan, but also realized there was no way out. He didn’t have enough time to gather proof to validate his story before security came to lock him away. And if the council had their way, he would never get the chance. So with no alternatives, he ran. He took what little he could and ran. He knew Bolt City would send a small amount of resources after him, so he fled south until he hit the Capital Wasteland.
