While most people were born in The Wastelands and have a harsh realization of what the world around them is like, Gary didn't have that option. He was made in The Institute and given perfect instructions of what to do, made aware of what he is... it was a harsh reality that Gary himself simply wanted to escape. Though escaping was only the first step. Seeing the world outside changed him.
Gary isn't a man who is loyal to a single cause, in reality, he simply wishes to help everyone as best he can in his assumptions small lifespan. He always assumes that he is going to die, possibly due to anxiety. While he is friendly and helpful to both The Curators and The Railroad (if he ever comes into contact with them), he isn't actively a loyal member of their factions.
He likes to travel The Capital Wasteland, trying to help people as Jesus did- or, at least, what little Gary actually knows what Jesus did.

History:
Gary is not a clone, but he was an experiment of the same nature. Gary.. is a Gen 3 Synth.
Gary was made in 2285 in The Institute, made with a single purpose: to cut people's hair. Of course, there was a bit more to it than that: he was an experiment to the scientists, of course, to see if he could, in fact, be self-sufficient in his duties of cutting hair alongside new chemicals, items and dyes from the bioscience division. His only purpose was to cut hair.
At first, Gary was a wonderful success. He was a rather simple man who enjoyed companionship with the other synths, eating and drinking, cutting hair as his only job and was rewarded handsomely with his continued existence.
Only... at first, however.
Gary was also a humble man/synth- which, notably, the scientists did not code him to be. They were amazed by this development of a characteristic and recorded his actions. He often would hear about peoples troubles while cutting their hair and do something, either obvious or in secret, to make their days better. This was a nice change around The Institute for the scientists, who allowed Gary to continue his work without much observation for his good behavior.
Then it happened. After two years of service, in 2287, Gary was cutting his friends hair when she began blurting out words such as "escape" and "better life", calling The Institute "mad scientists" and "a prison." The phrases shook Gary to a realization that he hadn't actually been outside the underground facility and he never knew why.
There was much Gary realized he didn't actually know. Where did food come from? Where did his religion that he was coded to know originate? What was the world outside like? Why wasn't there anyone else to cut hair?
The questions remained in Gary's mind for quite some time, often distracting him from his work and making him restless at night. While he did catch the eye of several scientists who reported his behavior, it wouldn't matter in the end- late in the same year of 2287, The Brotherhood of Steel attacked The Institute. In the shock of sudden warfare, many of Gary's friends died in the battle while The Institute itself fought back. Lead by another synth he would never know because she died in the action, Gary escaped through sewer tunnels out of The Institute, into the outside world.
Devastated by the outside world, it was more beautiful than Gary could've ever imagined. He had no insight of what the world looked like before, nor did he know what the world was like outside The Institute. Gary loved the ruins- a new world of wonder, he thought! Then.. the joy quickly faded as he was chased by Mirelurks, Super Mutants, Raiders and all sorts of beasts. He lived through pure luck and good skill in running. Once he reached his first settlement, he was fortunate enough to find Bunker Hill... where he was found by The Railroad (e.g. Old Man Stockton, who instantly saw his strange synth-like behavior).
The Railroad were more than happy to help Gary... in exchange for a few haircuts. He explained to them his confusion and they answered his questions the best they could- what happened to the world, what he really was, who the Brotherhood of Steel was, what the Institute really was, etc.
When confronted with the question on if he wanted his memories erased so that he could live a 'normal' life, Gary refused. He was what he was, so young at heart that he barely scraped the surface of how he could help people, now that he knows what the world really was. After realizing that The Commonwealth was at war and that he was at large risk for being a Synth, he moved to The Capital Wasteland in late 2287 to early 2288 with the aid of The Railroad (and his skills in running, of course).
After arriving in The Capital Wasteland, Gary came into contact with Jessica Rose of The Curators and instantly was caught in a conversation about Christianity. When the conversation was over, Jessica was taking Gary to The Archive after finding out that Gary was, in fact, a synth (he told her through trust). After detailing everything he could about The Institute, his experience with The Commonwealth and The Railroad and even running from Super Mutants, the Curators were extremely pleased to document everything about his short, but very interesting life (Lucy even got a haircut).
Gary did not join The Curators, but he promised that when they went public, if he had anything he found in his travels he deemed worthy of their documents, he would take it to them. With this, they were happy with his aid.
