Unlike the 'mighty' magicians of Tamriel, Timothy doesn't, and will never believe in hoarding knowledge, believing it to be the greatest gift to mankind, and all should share in it.
In the waning years of the third century of the Third Era, the divines flipped a coin. They were judging whether a certain child would become a man of knowledge, or if he would seize power and become a mighty sorcerer. Of course the machinations of the divines are hidden to us mortals, but the septim appears as though to have landed on it's side.
The Renault family had been a prestigious, powerful dynasty, ageing back to before the rise of the Septim empire. Timothy the Third had been considered a blessing to his parents, as they were infertile, or so they thought. His father, a scholar himself, had the idea that Timothy was touched by Magnus, as there was no history of anything more than basic magical ability in the family.
