By the time of 49 ABY in the Nexus canon, it is assumed that the events of Episode IX will have occurred in an official capacity, with regard to the historical and canonical state of groups in Star Wars. While initially forced to abide by the Galactic Concordance initially, the splintering of the Imperial Remnant into the First Order is not treated as being the end all to Imperial Remnant.
In Nexus canon, it is assumed that the independent regimes of the Imperial Remnant continue to exist, and that while some of the military leaders of the fallen Galactic Empire joined with the First Order, not all of them did. The First Order is merely one of the Imperial successor states to arise, and by 49 ABY, the rest are treated as having fallen under the control of Warlord Vark. The Military Disarmament Act that occurred was also shown not to have influenced the actions of the First Order, and therefore would not have influenced these Imperial successor states either.
Most importantly, at the time of writing, it is believed that Darth Sidious/Emperor Palpatine will make some kind of appearance in Episode IX. If he returns in any capacity, by the events of 49 ABY, it is assumed that any major effect he causes the galaxy in this regard, if it is not dealt with in the movie itself, will be indirect, and that he will no longer be directly present regardless of what occurs.
Furthermore, the Imperial Remnant is still to be treated as very xenophobic. While allied with the Chiss Asencdancy and allowing other Chiss into their ranks, this is largely due to the influence of Grand Admiral Thrawn, who canonically is said to have been essential in the Remnant's escape into the Unknown Regions after the Battle of Jakku. This does not replace or remove the Chiss Ascendancy from Nexus canon either, but simply opens the door for other Chiss to be seen along with the humans that make up Imperial Remnant leaders and admirals.
Finally, the information here, such as the ships listed under the Fleet description, are placeholders. In the event of important changes or technology that may be introduced in Episode IX, any technology, vehicles, ships, force powers, etc. etc. will be treated as existing as well. At such time as the movie is released, should any important information be revealed about the Imperial Remnant or their technology, these lists will be updated.
