He also knows how to mentally "break" some people due to his time with Slavers, though he does not use this information much anymore, and regrets most of it.

Personality: Roger's personality is inspired from Red Foreman of That 70's Show. He's a hard-working man, but he's also a majorly old grouch who doesn't really like dealing with other people around him. Most visitors annoy him, especially Miranda Quinn, and he'll often interrogate you while pointing his shotgun at you before letting you into his house. Though he's a cranky guy, Roger loves his son, Neil, and his wife, Juliet, very much and will go to great lengths to defend them...even if it means standing up to people who clearly could kill him in seconds, like a Brotherhood of Steel Elder.
History
Roger harbors one great secret from his son Neil. Mr. Parker was born in the Capital Wasteland, and born as a Slaver from Slavers. He was taught how to shoot by his folks, and, when some slaves tried to escape, he had living targets to practice with. He learned how to use Slaver Collars, and, when he reached the age of sixteen, he was out taking prisoners and making them into slaves. He was at Paradise Falls even before Eulogy Jones took over, but hardly cared when he did. It was all the same to him. This continued for a large part of Roger's life, but it wasn't until he was in his thirties that something happened that changed it all.
A fresh batch of slaves was brought into Paradise Falls, and there was a beautiful woman among them. As had happened in the Civil War, and even during the Holocaust, a man fell in love with a woman who was supposed to be inferior. Knowing full well how new slaves were treated, Roger quickly spent all the money he had to buy the woman to spare her from the treatment. He took her into his home and treated her well. He spent a great deal talking to her and they formed something of a bond. The woman's name was Juliet, and she had been taken from the Wasteland by the Slavers as she was heading for Rivet City, where she had lived. She told Roger that she had had other family...but they were either killed or sold away to other places by Slavers. Feeling guilty about his profession for the first time in his life, Roger began to question his path in life. And, a few months later, he and Juliet left Paradise Falls, under the guise that Roger was taking her out to shoot her in the head for not being a good slave, and then they didn't come back.
Roger and Juliet ran out of the Capital Wasteland, and made their way west. After months of travel and camping, they eventually would find themselves in Montana, and found a growing Central Haven. They spent some months there, staying with an elderly woman who was kind enough to give some lovers-on-the-run temporary shelter. However, Roger didn't want to spend his life in a place as crowded as Hill Valley, and after saving up some caps from doing oddjobs moved into Hill Valley. Eventually, the two got "married" and would have a son, Neil Parker. They spent their lives in Hill Valley, and had as decent a life as they good. Roger taught his new son how to shoot, which was necessary as back in those days, before the SteelPlate Society put up force fields, Radscorpions and Mirelurks occasionally wandered into town. Roger wanted to bury his old life of sins as a slaver, and, along with Juliet, taught his son to treat people right, with respect and to never do anything to them that he wouldn't want to happen to him.
Years later, Neil would be returning home from Coram and would be robbed by the then thief, Miranda Quinn. Knocking him unconscious, Miranda stole some of his supplies, and then took camped out in Hill Valley, unaware that Neil lived there. Upon recognizing her, Roger and Neil chased Miranda and eventually became the first people who would catch the skilled thief, as Neil was incredibly fast. Infuriated by this Miranda's acts against his son, he wanted to shoot her, but he had heard of the elderly woman had become deathly ill, and, out of respect, wanted his son, Neil, to deliver a letter to her, as Mr. Parker was too old to make dangerous treks across the wasteland. To ensure that Miranda would help keep his son alive, Roger put Juliet's old slave collar around the thief's neck and threatened that if she walked too far from his son, her head would explode. This thus forced Miranda and Neil to work together and would eventually begin their own relationship, as a sort of irony that reflected Roger's meeting with Juliet.
During the supposedly simple task of delivering a letter, Miranda and Neil would eventually get tangled in a growing conflict between the rising SteelPlate Society and the arrival of the NCR, which wanted the territory annexed. The two decided to help the NCR, which had Roger remove Miranda's slave collar so that that wouldn't become an issue. The two tried to sneak into the Society to assassinate the mysterious Queen, but they were caught and taken to the Monarch instead. Shortly after their meeting, Miranda and Charmaine, through old artifacts that their dearly departed father had left them, realized that the two of them were sisters and Charmaine released the two of them from her captivity. Soon after, Miranda became known as "Lady Miranda" in the SteelPlate Society, and was established as Charmaine's second in command. Using her relation to the Queen, Miranda convinced the monarch to settle the dispute with the NCR, resulting in the Flathead Treaty. Throughout the entire ordeal, Miranda and Neil had also become friends, a relationship that would grow more intimate as the time went on.
To this day, Roger still doesn't like Miranda at all, and treats her poorly. Charmaine is aware of this, but does little about it out of respect for Neil, though in passive retribution, she treats Neil poorly, often insulting him. However, as Miranda is the Queen's sister, Roger is all but forced to let her stay in his home, no matter how much he may not like it. Roger continues to keep his past a secret, hoping that his son will never have to learn about the origins of the Slave Collar that he used on Miranda and how he met his mother...
