Appearance: Fred has brown eyes and very short brown hair. He wears the Blue NYF Armor. He has the appearance of someone how doesn't really have much of a personality, always with a neutral look on his face.

Personality: You can't really read Fred, as he doesn't really display a lot of emotion. He generally doesn't talk a whole bunch, and when he does, he usually doesn't say that much about himself. A lot of his dialogue these days resolves around Bottle Caps and the expenses of the Do-Gooders. He shows some not all too apparent signs of greed, as he will sometimes ask for Caps even for some small service. For example "Hey Fred, can you get something for me?" "Five caps..."
History: Like Kevin, Fred was born in New York, but most of his childhood was spent as an orphan, as his parents were killed by Ferals from the Subway. Fred managed to escape while the Ghouls were murdering his folks. If this has had a major impact on him throughout his life, it is not apparent, as he doesn't really talk about it, but whenever he does, he does so in a casual "what-can-you-do?" sort of way. He was eventually picked up by the NYF as he proved himself to be an excellent marksman, as his recruiter pointed out that the NYF found him shooting Raiders from atop a tower. During his years with the New York's Finest, he developed a friendship with Kevin Logans, and the two were often partnered up on missions.
One day, Kevin came to Fred with a scheme to sneak into the Mayor's Office. Fred agreed and the two of them snuck into the subway tunnel that housed the Mayor's Office. However, something happened to Kevin during this, and the NYF were quickly called in somehow. Grabbing Kevin, who had apparently been frightened by something, the two of them made their way out of the tunnel and ducked out of District One into Manhattan to escape the NYF.
The pair would find the New York Public Library, and would meet Sarah DeVille, Todd McKowski, Randy "Rex" Fredrickson, and Jennifer Steinem. Fred and Randy would often have a drink while Jennifer and Kevin fought with Todd and Sarah trying to break them up. During the Super Mutant raid, Fred played an integral role, sniping the Muties from a position atop the Library, taking them down before they set foot in the building. He now works with Sarah's plans to help people in New York City. Because of his apparent love of Caps and doing financial business, Fred oversees the payment of hired help and the selling of supplies to others.
Fred's major character quirk, which frustrates everyone around him, is the utter lack of knowledge about him. He apparently knows how to shoot, read, and do math, but no one really knows how he learned any of this, since his parents died when he was five. They also don't know his birth date, or how he survived on his own after the death of his folks. Fred seems to be aware of this, but has no interest in really doing anything about it.
(I know that last paragraph sounds like a Cop-Out, but that's really how I imagine Fred. I see the Do-Gooders having some sort of problem, and then Fred comes forward stating that he can fix it, and everyone says "How the hell do you know how to do that?" and Fred just shrugs it off. smiley: roll)
