Personality: Kevin has no serious bone in his body, often making light of many situations. He has a sort of cocky attitude as well, so has no problem making inappropriate jokes as a way of insult. He's generally good natured, but he just likes to be sort of jerk as he has something of weird sense of humor.
History: Kevin is from New York, and was a part of NYF. His parents were from the Subways that the people hid in during the war, and became a part of the NYF when it arrived with the Mayor. Kevin largely got involved with the NYF because of his parents. He was trained with a Chinese Assault Rifle, and helped clear the Feral Ghouls, push out Raiders and others, and even played a role in rebuilding the New York Bus Driver. Kevin is a past friend of Nicky "No Hustle", having ridden the Bus with him a good few times during his service with the NYF. During his missions, he was often partnered up with Alfred Bowers, a NYF sniper who soon became his closest friend.
While not exactly a rebel, Kevin was not always great with authority. He had gotten in trouble a few times for dis-subordination to commanding officers, a few times needing to be "straightened out" by Chief De Santa. The problem that Kevin really had with the Mayor, his alleged boss, was that he never got to see the man. This one person was commanding a whole force of people, yet nobody had really laid eyes on the man, with some questioning his very existence. Tired of serving a mysterious enigma, Kevin decided to finally meet the Mayor, whether the guy actually wanted a meeting or not. Logans convinced Fred to go with him.
The two of them descended into the Mayor's subway where he was supposedly stationed. They were approaching his office when Kevin suddenly heard a strange voice in his head that said "You shouldn't be here...." Crept out, Kevin hesitated going any further. The Mayor, who had hidden himself, called for De Santa to arrest Kevin Logans and Alfred Bowers, and like lightning the Chief had a squad descend upon them. Quickly abandoning the Mayor's Office, Kevin and Fred fled into Manhattan, figuring the NYF wouldn't follow them into the irradiated hell hole.
Looking for a place to lay low, the two would wander into the New York Public Library, where they would meet Todd McKowski, Sarah DeVille, Randy Fredrickson, and Jennifer Steinem. Kevin quickly did not like Jennifer, finding her to be a stuck up bitch, and she found him to be an arrogant prick. However, a raid of Super Mutants eased their tensions, when Kevin saved Jennifer from one of the attackers as he tried to squash her head with a Rebar Club. Though the two still sometimes have their issues, they respect each other for the most part. Kevin now serves as the Security Chief of the Public Library. He and Fred train anyone who come to them, and he now commands his own fleet of volunteer and hired guns.
