Personality: Kramer is very, very, very paranoid, which has caused him to go practically insane. He tends to yell a lot when talking to people, even if they're right in front of him. He is very skittish, often unable to stand still for even half a second, and he constantly runs his hands through and pulls his hair. Because of his paranoia, he will not trust anyone, and is absolutely convinced that everyone is trying to "get him". Very often he threatens people with his shock baton for simply talking to him. He has a load of conspiracy theories, most of which are contradictory to each other. Kramer is hypocritical, cynical, annoying, and a general nuisance.

Kramer was born in the Capital Wasteland, and orphaned at the age of thirteen. Not much about his childhood is know, except that he did not have a permanent home, and that he now thinks that even his parents were "in on it" (whatever he means by that is not clear). Despite what he says, he seemed to have a rather stable childhood, evidenced by the fact that he appears to know how to read and write, and Kramer himself has stated that his parents read books to him (even though he now knows there were propoganda books, meant to confuse him). After he was orphaned, he was taken in at Rivet City. When he was old enough he left the City to become a wanderer.
It was during his wandering days...that he would begin to notice things that would lead him down mental degeneration.
Kramer came to discover that Vault-Tec had lied about the Vaults. This information he would discover by a visit to the Vault-Tec Headquarters, and roaming the Corporate Offices and reading some old documents sealed in some drawers. He tried to visit the Administration Level, but was chased out by Sentry Bots. This would cause deep suspicions, as he knew that secrets had to be guarded by those robots, and someone didn't want average people like him to see it! A major corporation lying to the public...suspicious!
Many days later, he would find something even more disturbing. During his wandering around the Capital Wasteland, he would eventually spot a billow of smoke raising to the sky in the distance. Curious, he went towards it, and as he did, he found a very futuristic looking device, which he would later use as a weapon (the Shock Baton). He found the crashed Recon Craft, Theta, as well as its dead Alien pilot. Terrified, Kramer ran away. Eventually, he came across some wandering prospectors and, panicking, told them of his discovery and begged them to come see. They didn't believe him at first, but when he showed them the Shock Baton, they agreed to look. By the time they arrived, the Craft was gone (Thanks to the Lone Wanderer) and the Prospectors laughed at Kramer, dismissing him as a crack-pot lunatic. Not long after this, Kramer became convinced that Aliens were trying to take over the world by using Mind Control from their ships. Thus, Kramer made a tinfoil hat to obliterate the "pulses" that the Aliens sent down to Earth.
Then, Kramer was introduced to the Enclave Radio, listening to the words of John Henry Eden, who promised to restore order and peace. Having lived a rather crummy life, Kramer eagerly listened to this and believed it, and was a supporter of the Enclave. He did not like Three Dog, claiming that he was a just an asshole who was just forcing his views on everyone else, and that he was not "official" like the Enclave. Eventually, Kramer would come across an Enclave patrol, and went up to them to offer support and tell them he had faith in them. Seeing his fancy Shock Baton, the Enclave soldiers replied by capturing him and planting him in a cell at Raven Rock, meaning to interrogate him as to where a filthy wastelander like him got such a thing. Jennifer Steinem happened to be the scientist who examined the Shock Baton. When the Lone Wanderer was captured and blew up Raven Rock, Jennifer left the Shock Baton on a table, and it was retrieved by Kramer, who managed to escape in the chaos. An officer tried to stop him, but Kramer shocked him to death with the Baton. It was later revealed that the Enclave had planned to poison Project Purity (a project that the Enclave had claimed was theirs), which would have killed thousands.
It was after all of this that Kramer finally snapped. He began to believe that everyone was after him and that entire way of life on Earth was governed by Aliens. He also believed the Enclave was working with the Aliens. More and more conspiracy theories would come to him, getting less and less intelligible with each one. He believes that the Enclave and the Brotherhood are secretly working together to cause distress in the Wasteland, and have their pawns like Three Dog spew propoganda to get one side favored and supported! But since both sides are working together, they both get the profit! He believes the Brotherhood created the Super Mutants to make the people dependent on them. He also thinks that every community (from Tenpenny Tower to Megaton to Rivet City) is bound in elitism, for they will not accept 'average people' like him! The reality, of course, is Kramer is fucking annoying and no one wants to put up with him.
Kramer continues to live in the Capital Wasteland, yelling his beliefs at people and then threatening them with the baton when they don't believe him. Hilariously, everyone avoids Kramer and ignores him. Even the Super Mutants leave him alone, mistaking him for a feral ghoul for his incoherent rambling and speed and skinny build.
