Personality: Neil is your post apocalyptic small town guy. He is a simple minded person, not stupid but not an intellectual either. He is what you could call "Wasteland Smart", knowing a lot about other factions and creatures in the Wasteland. This is mostly due to his travels that he has had with Miranda Quinn, his best friend and current love interest. He's not always the bravest person, and has no pride conflicts when it comes to running away screaming from a fight. As long as he lives, he could care less about how cowardly he looks. But, when something threatens a large group of innocents, it is enough to cause Neil to find his "voice", so to speak. He'll always speak up for the poorer and more unfortunate of the Wasteland, though he's not always the best at defending them. His intentions are good and noble, it's his capabilities that are sometimes lacking.

In regards to his childhood, Neil had a small town life in a post apocalyptic world. He was educated by his mother, and taught how to shoot by his father, helping his old man keep Radscorpions and Wild Dogs out of Hill Valley. His father, a regretful Ex-Slaver who wished to keep his son from making the same mistakes, made sure to teach his son that he was to treat others with respect, and to be good to everyone. His mother, having suffered at the hands of slavers who had killed her family, always tried to instill in her son a sense of morality.
Live in Hill Valley was simple, and when he got old enough, Neil saw all of Flathead County and the people living there. He got cookies from Louise Toomes, got yelled at by Edgar Grats, shook the hands of Drayton Biller, bought a drink from the Bartender, and got cursed by Goodie Laveau. He's seen The County at it's best times and it's worst times, and has a deep feeling of 'home' when it comes to Flathead. Despite his street smarts regarding his home and the Wasteland in general, Neil is largely, to most people, a nobody, and he would largely have gone unnoticed had it not been for the one night he was robbed...
He was returning from Coram, where he had looked for a way to make some caps (but instead got curse by Laveau) and was later that night (whether by fate or Laveau's curse) was knocked out and robbed by thief, Miranda Quinn. When he awoke, he dazedly returned home to his worried parents. Later that day, while helping his father shoot off some more Scorpions, Neil spotted Miranda, who had made camp in the town, unaware that Neil lived there. A chase ensued, which ended in Neil capturing the thief. Instead of killing her Roger would use the thief to assist his son on an errand. Roger had a dying old friend in Central Haven who had performed a huge favor for him and he wanted Neil to deliver it. However, the trek from Hill Valley to Central Haven was dangerous. To ensure his survival, Mr. Parker placed Juliet's old slave collar on Miranda, and threatened that if his son was killed, or if the thief strayed to far from Neil, she would die. The unlikely pair were sent on their way and, during their supposedly simple mission, got caught up in the growing tension between the NCR and the rising SteelPlate Society. Eventually, the NCR, looking for locals to assist them, commissioned Neil and Miranda with the task of taking out the SteelPlate Society's Queen. Roger was ordered to remove Miranda's slave collar to avoid it becoming a burden.
The mission failed, with Neil and Miranda being caught and taken before the Queen. She would have turned the two of them into super mutants, but the thief then recognized the Queen as her long lost sister, Charmaine Quinn, using an old photograph as proof. Furious of the NCR's hiring people to assassinate her, Charmaine was prepared to go to war. Fearing the death of many innocents, Neil quickly used Miranda's influence as a way to stop this from happening and quickly tried to find a peaceful way to resolve the conflict.
The result was the Flathead Treaty. It states that Flathead County belongs to the SteelPlate Society, but that the NCR can have one of the towns as a camp and citizens can live there. Neil continues to live in Hill Valley, letting Miranda stay in his home, much to the chargin of his grumpy father, Roger. The two of them frequently go out into the Wasteland, to see what people they can see...and help if need be.
