Because of this, Charmaine has knowledge in a wide range of topics such as history, philosophy, and even Medicine. While she is not a trained doctor, she knows enough to quality first aid as well as minor surgery. Many years of living in the Wasteland before reaching Flathead County has also taught her how to fight and survive.

Personality: As a stringent Autocrat, Charmaine presents herself as intelligent, capable, and even a little cold, rarely showing much emotion. This coldness often intimidates those who meet her and she can be ruthless to those who commit crimes against the County or try to usurp her authority. Despite this, Charmaine is not heartless, and generally looks out for the wellbeing of those under her rule. She loves her long-lost sister, Miranda, dearly, and will go out of her way to protect her.
Charmaine was born and briefly raised in the Poseidon Oil Rig of the Enclave. Her father, Danforth, was an Enclave Scientist, and, as his first born, Charmaine was chosen to be his pupil. Danforth kept Charmaine away from the propaganda of the American Government, not wanting her to adopt their ideals that everyone that was not with the Enclave and lived in the Wasteland was impure and needed to removed. Instead, he made sure, and emphasized, that she learn that humanity, of all kinds, was to be treated with the highest respect, and no one should be hunted down and killed like animals. Danforth taught Charmaine as much as he could, often letting her assist him in his laboratory. It was during her early education that Charmaine developed an avid interest in Pre-War history, and began reading history books as a hobby. Deciding to test her skills, Danforth also began demonstrating how to create energy weapons, and then wanting her to assemble and create them. Charmaine proved to be a very exceptional student, her youthful mind easily able to soak up the teaching like a sponge. Then, one day, Miranda Quinn was born, and Charmaine was given a little sister. Charmaine had a very tender love for the baby, often volunteering to look after her and looking forward to days where she could teach her sister.
Unfortunately, less than a year after Miranda's birth, The Chosen One put an end to the Oil Rig and the Enclave's plans. In the ensuing chaos, Charmaine's mother, an Enclave medic, was killed. She went out into the Wasteland with her father and her sister. The family managed to stay together for a two years before being separated by a group of raiders, resulting in Charmaine's dislike for them. She had been given a plasma pistol by her father and, using Bloatflys as targets, she trained herself to shoot, but the lack of easy ammunition soon became bothersome. Fortunately, she was able to scavenge a few Energy Cells and able to convert Microfusion Cells into Energy with some time so she was able to keep her weapon armed, though maintaining it was another headache that took even more time.
She spent a long time wandering the Wastes, looking for places to live, food to eat, and water to drink. When she turned twenty five, she began to get very irritated with the course of her life. She was a very bright woman, and yet she was drinking irradiated water from an ancient faucet in a Pre War highway bathroom (and those weren't even drinkable before the war!). She began to think of making her own place in the world, confident of the knowledge in her brain as enough to make anything possible. But she knew that any plan she could have, she would need assistant hands to make it work, but she did not trust the average human being. Fortunately, she had something in her possession that could help. Charmaine's father had worked with F.E.V during his time at the Oil Rig, and a few vials of them he had unintentionally kept when he hastily packed to leave the chaos. When Charmaine got separated from her family, two of the vials, she later discovered, had ended up in her possession.
Devising a plan, Charmaine fortified an old pre-war clinic and began to study the vials of F.E.V.
Months later, Charmaine took a few raiders hostage, used Rad-Away to clear them of rads, and injected them with the Master's F.E.V. Two of them became successful Super Mutants, the third dying from brain failure. After their mutation, Charmaine imposed a subliminal process on their cognition to develop a deep sense of loyalty and subordination from her two creations. Soon, she had two loyal Mutants at her disposal, and the means to make more if she could reproduce more F.E.V. However, using her two new "servants" to scrounge up raiders was dangerous, and would just get them killed, and the F.E.V she had was low in quantity. However, Charmaine would later learn, from other wastelanders that she would encounter, that there was a Super Mutant population atop the Rocky Mountains that occasionally picked on the human populations. Devising a plan, Charmaine made her way to Flathead County, where the Mutants were located.
She appeared to them with her two servant Mutants, which were probably the only reason that the Mutants didn't shoot her on sight. Charmaine spoke to the Mutants. They lived in a derelict "town" that was full of infighting and mistrust and poverty and hunger. Charmaine said that she could put an end to the "town's" problems if the Mutants would follow her. She also made the bold claim that she could improve some of the dumber Super Mutants in town, making them smarter and making weaker mutants stronger. Only one Super Mutant from the town allowed her to experiment on him (this would later turn out to be Sir Hardleton, who would vanish towards New York City). He was a simple Super Mutant who wasn't very bright. Charmaine, in a very risky move, experimented on him. If the F.E.V killed the mutant, it would cause the rest to kill her, but if it made him just a little bit better, then they would trust her.
Fortunately, the results came out in Charmaine's favor. The Super Mutant became what is known as a Super Mutant Master, and his speak was better, now speaking in a more intelligent way, rather than the ignorant drawl it had been. The other Mutants, amazed by this began to trust Charmaine, and even more so as she developed them to be loyal to her as she continued working on them. Eventually, Charmaine had a large amount of mutants working for her. However, their town offered almost nothing in terms of supplies. Charmaine sent the Mutants out to look for places to scavenge. Eventually, one of the teams discovered an Enclave base that was preparing to be vacated to relocate to the Capital Wasteland, having been contacted by the new President Eden. Catching them off guard, and all of their gear stored away for transport, Charmaine's mutant's quickly took out the officers at the base, beating them senseless with Rubar Clubs and using scavenged grenades, that even included a pulse grenade or two. When the Enclave base was defeated, Charmaine had her mutants lug all of their precious tech back to the town atop the Rockies. She now had a lot of material to work with.
Using the metal from Vertibirds and structures of the base, the town was built up into a sophisticated headquarters. The Mutants, too big for the Enclave Armor, broke them down and melded them together and attached them to their bodies. The way they looked reminded Charmaine of Knights of old from books she had read during her youth. She labeled her knew faction the SteelPlate Society, and shortly after, crowned herself the Queen. The Super Mutants readily accepted this, and began calling themselves the Steelmen. With the Enclave's weapons and armor, Charmaine now had a suitable army. She sent the Steelmen out to look after the newly developed Flathead County, where settlements like Hill Valley and Central Haven chugged on, only somewhat aware of what was going on at the Rockies. For many years, the SteelPlate Society gathered its resources and its strength, building up more ranks thanks to local raiders who would become test subjects for Charmaine's developed F.E.V.
Years would pass, and then the SteelPlate Society would finally descend from the Rockies and begin to make its presence known in Flathead County. They began to slowly take control of the area, the Steelmen announcing that their Queen had great plans for all of the towns if they conceded to her will. Things got complicated when a different flag from the West, the NCR, showed up on the scene, causing tensions to rise as the two factions wanted control of the land. Eventually two people would be caught in the Headquarters, trying to sneak in and kill the Queen. One of these was Neil Parker, a nobody from Hill Valley. The other was Miranda Quinn, the Queen's long lost sister that she had assumed had died with her father at the hands of raiders. Overjoyed at being reunited with her sister, Charmaine named her Lady Miranda, and made her second in command. She was also furious at the NCR for their plotting to kill her. She wished to go to war, but, thanks to Miranda and Neil, instead made a treaty with the Republic, which granted her control of the land, with the NCR being allowed to make use of it under her rules.
Charmaine continues to rule the SteelPlate Society. From her laboratory atop the Rockies, she has managed to create ways to treat the polluted water in Lake Flathead and get the electricity back on in the County. The Society also went on to contain the Wasteland Dump, which had, for decades, polluted the area with its pre war filth. Soon also, there were then the Vending Machines created from the schematics of Vault 35. Charmaine's most ambitious feat was creating a force field that could envelop all of her territores in Flathead County, including the HeadQuarters on the Rockies. Life in Flathead County is a competitor to that of New Vegas to the south, being one of the few places that is just as prosperous as Mr. House's Vegas
