He used to be a brighter individual, but after prolonged exposure to the evil and vice that plagues the Capital Wasteland, and awareness of the evil that CAUSED the Wasteland in general to exist, has led to Manfred to believe that humans are a hopeless form of pure evil that needs to be eliminated from the Earth. He believes that, after the Great War, humans are weaker than ever, and thinks that the end is near for them. Because of this, his greatest enemy are those of Good or Very Good Karma, whom he and his band of mercs hunt down. Manfred believes that good people are prolonging the suffering of the planet, and delaying the inevitable demise of humans. He wants humans destroyed, but he thinks the most efficient way to do this is to have them kill each other. Thus his targeting good people. What makes Manfred a tragic character is that he utterly loathes what he believes and what he does. He truly wishes that humans were good and that everyone can live in peace. Unfortunately, he sees far too much evidence to the contrary for this...

Manfred was born in the Capital Wasteland in Rivet City. His mother died in childbirth, and so his father was his only real parent. Like many Wasteland children, he was taught how to live in the Wasteland at an early age, being taught how to use guns and some weapons in case the Raiders or Mirelurks got into the ship. Ironically, at the age of sixteen, it was the Mirelurks that would eventually kill his father as he was trying to help drive them out of the decks below. Shortly after the death of his father, Manfred left Rivet City, no longer feeling like the place was home.
For a few years, Manfred would explore the Capital Wasteland, seeing the many vices like the Slavers, the Raiders, and the Enclave. Shortly after the Adams Base was destroyed, Manfred, by chance, stumbled across Oasis. He saw something there that would change his life: Green living trees. They were absolutely beautiful, with their bright leaves blowing gently in the wind, and life beginning to find a home in their branches. He saw these trees only once and only for a few minutes before the Treeminders chased him away from the place. But it was an event that would change the course of Manfred's life forever.
What he had learned through his brief visit to Oasis was that Earth was capable of so much beauty in nature. The trees had been a proud and wondrous proof of this. However, Oasis was a small place in the area. The rest of D.C was largely referred to as the Capital Wasteland, and for good reason. The Great War, Manfred realized as his understanding of things grew, had caused much devastation to the planet. Radiation, disease, mutation, poisoned water and food, death at every corner...the young Manfred began to realize that human beings were the worst thing that had ever come forth from nature. At their very core, Humans seemed to be nothing more than greedy, selfish, egotistical, and arrogant. He began to think that people of bad virtue (Evil or Very Evil Karma) were the true form of human nature, and that "civilization" was just a cover up, a deluded attempt to pretend to be something they aren't. It was then that he began to believe that they needed to be wiped out.
So, when Manfred heard of Littlehorn & Associates, he quickly became a part of the Contract Killers for the place, taking down anyone of good virtue. Manfred didn't, and does not, have the capacity to kill everyone in the Wasteland himself, but he believes that it is only a matter of time before humanity kills themselves. Knowing that Raiders and Slavers have no loyalty among themselves, Manfred believes that if people like them reign, human kind will eventually destroy themselves, thus freeing the planet from their grip. So, Manfred went on killing. When the knowledge of Eden's plan was eventually released upon the wasteland, Manfred found himself wishing that the Lone Wanderer had failed to stop him.
Manfred was eventually chased out of the Capital Wasteland by the Regulators, who had a large bounty on his head, and where doing everything that they could to kill him. Manfred went south, and during his travels in the southern states, he connected with raider communities, earning their respect through his proficient shooting and his charm. But, what really got their attention, was his promise. He wanted a large enough group of people to complete a mission. He told them all that he wanted to create a world that was completely free. A place where anything was allowed and there was no one around to tell anyone what to do. Basically, what the raiders heard, was a place without law and order. A place where they could do what they wanted without some self-righteous assholes getting in the way.
Manfred would eventually garner a large amount of raiders, which he would then march down south towards Atlanta City. The city, as with many others, had been reduced to mere rubble largely, but humanity had been able to remake itself slowly. A few communities survived in the walls of the city, and even some ghouls had their own place in some regions of Atlanta. Manfred would then unleash his Psycho-fueled, Buffout addicted raiders out onto the city, and, with brute force and savage tactics, they quickly shattered whatever form of order was in Atlanta, and replaced it with their own laws...that didn't exist.
Now, Manfred remains in Atlanta city. He hopes to corrupt individuals, and bring out their inner demons with his city of no law or order. He hopes that this will attract enough people that the city's influence will spread, eventually consuming all of America, and that it will cause humanity to kill itself. Tragically, Manfred utterly loathes his own Sentinel of Chaos, and hates the people he surrounds himself with. However, he deals with it, because he believes that he has to.
