Personality: Shallow, materialistic, superfluous, hypocritical, selfish, greedy, arrogant, bigoted, two-faced, manipulative. These are all adjectives to describe the person known as Lorraine Chambers. On the outside, she appears as a very socialable, likeable, and friendly person. But it is all just a lie, as she really doesn't care about anyone but herself. She is very self-aware of her looks, and believes that she is a "Grand Mistress of Humanity", as she calls it. She is very apathetic towards others, unless they have something she wants. She works her "grunts" (the Bell Boys and cleaning staff) to the bone, for meager caps, and expects the best from "bugs" like them. Ghouls, to her, are worse than bugs, but an outright abomination, a slight on human kind and she openly admits that she wishes the NYF would kill all ghouls in and around New York. It is also because of this that she does not care for the Do-Gooders, who treat Ghouls and Humans alike. Lorraine has large wealth to her name, and spends almost all of it for things that she wants, but does not need. She does not like to do any labor of any kind, always sending someone else to do her dirty work or job for her. Because of this, she has no practical survival skills, such as knowledge of guns, weapons of any kind, or anything. She relies on the NYF to keep her safe from the Wasteland, or she would never survive.

Lorraine is from Smiley Town, her family either was a part of or had affiliation with the Caligulas (she never really was told), which probably explained the dubious circumstances that her father died under shortly after having an affair with one of the Caligulas girls. But that was to come later. During the beginning Lorraine's life, she was exposed to the vices that plagued the ironically named settlement of Smiley Town. Raiders and mob bosses killing each other, making shady deals, and taking advantage of anyone they could to get their way. Even her parents were like this. Though most raiders weren't educated, Lorraine's parents did teach her to read and write, at least enough to get her by, though she'll never be at the college level.
Later in her life, Lorraine's mature looks began to blossom forth, and she became a gem in a river of shit (at least in regards to appearances). Suddenly, Lorraine found that she could win any man's heart with a mere smile, and she quickly learned to take advantage of that, as she got involved with the Caligulas. She married one of them for his abudance of wealth, and enjoyed a view years of living comfortably, not lifting a finger once, which was just the way she liked it. However, after the second year, the Caligula began to get a little irritated with spending loads of caps on Lorraine's every whim, finally began to be demystified and one night slapped Lorraine when she wouldn't take no for an answer when demanding that he buy her a new outfit.
That night, Lorraine stabbed the man in the heart, and took all the caps that he had locked away, using his safe keys to get to them. Already, she had a plan. During a visit to Brooklyn, she had seen the abandoned Loews Regency Hotel, and had thought that a hotel business would be a great way to get a lot of important people together (for her to meet and make valuable connections to abuse later, of course). She hired some help(and bribed some other Caligulas to look away long enough to avoid them discovering her murder) to carry her many belongings to District One. Hidden in each container, buried under her materialistic possessions, was her late husband's fortune.
A few days after getting to the Hotel, she contacted Umbrage & Hinderman and bought some of their many employees. Bound by the promise of caps, the people became Ms. Chamber's staff, and began the difficult task of cleaning up the Hotel. One of them, a man known as Mr. Tucker, was granted the miserable and thankless task of being Lorraine's assistant, and it is he who really runs the Hotel's day to day operations, while Lorraine is out slacking off, yet he can't do anything about it, as she is his only means of getting paid and having a place to live. When the Hotel was finished, Lorraine made a visit to the NYF's Precinct, and had a meeting with Chief De Santa. After some bribing (and showing a little leg), she set up having some trained NYF stationed at the Hotel, getting free rooms and food, in exchange for not being paid additional money by Lorraine. Ms. Chambers would eventually, using her stolen wealth as a resource, find some good quality cooks for the Hotel, with a man known as Chef Billingsgate, who, according to himself, is the finest chef in the East Coast.
The hotel has begun bringing customers in, and each of them are more arrogant and shallow and bigotted than the last. The place has become known for its high class and utter snobbery, but it is full of powerful and wealthy people of NYC. And Lorraine is always out there, sociallizing with all of them. She makes her caps from these people, growing her fortune, which she then blows mostly on herself. This kind of behavior, coupled with her treatment of her employees, has her as a big enemy of the Do-Gooders, who frequently annoy her for charitable donations. Another big hater of Lorraine Chambers are the ghouls of the Graveyard Renaissance, due to her very overt hatred of Ghouls and Hotel policy that the NYF shoot any of them (Feral or not) on sight. This includes Nicky "No-Hustle".
(So, my justification for her being that beautiful is that she is incredibly weak, has only average education, no practical skills whatsoever, and is incredibly stubborn in her beliefs that it serves as a major handicap.)
