Case briefing by First Lieutenant Evans (NCR)
Over the past few months many victims have appeared across the entire region of Nevada, in casinos, civilian settlements and even military bases. That being said, there is a strong correlation of deaths in and around the strip itself, which leads one to believe that
Needless to say the suspect is thoroughly dangerous, though it is believed he will make a mistake in the coming months, which will allow law enforcement officers to finally catch

Incident Reports:
Incident report #1
Victim: Private Sonya Carey
Information: Private Carey was probably the first of the Suspect’s victims. She was found in a bunk tent at one pm, by one of her bunk-mates, Private McDonald. She was found lying on her bed with her hands bound together with wire, whilst her feet were tied to the bed. There were no signs of struggle, and her death was caused by the wounds caused by a sharp blade, most likely a scalpel. Doctor Kemp was questioned, but the investigation with him ceased there.
Notes: Medical notes written by Doctor Kemp are attached to this report, showing the Suspect’s signature method of killing.
Incident Report #2
Victim: Captain James Royale
Information: The second of the suspect’s victims, found in a room at the Gomorrah casino by an employee of the casino. (Captain Royale’s wife has requested that the identity and profession of said employee should be omitted from the record, to maintain her husband’s reputation. Normally this wouldn’t be allowed, but considering Royale’s efforts in the field, my superiors have granted the request.) Captain Royale was found bound with wire. Judging by the marks on his wrist, Royale was almost certainly conscious when the suspect started his ‘work’. It is assumed that this was a mistake on the part of the suspect, as this was the first and last of the “struggles”
Incident Report #4
Victim: Kirk Stevens
Information: Kirk Stevens was a gambling tourist who had travelled down the Long 15 according to witnesses. He claimed to be from the Hub, which is where he made his living. He never stated what that was specifically, but he was very wealthy, judging from his room. Stevens was found when blood leaked through the ceiling of the room below him. This was the first known case outside of NCR jurisdiction, so this incident was not immediately reported to the NCR. As such the scene was contaminated, and all evidence was lost. NCR investigators eventually got to the casino; however everything, including the body was gone. A representative of the Chairmen did write up a statement however, which seemed to link the Suspect to the crime.
Incident Report #5
Victim: Candice “Candy” Stone
Information: Candice Stone, or Candy as she was referred to in the Gomorrah, was a working girl, who was found in a similar fashion to Kirk Stevens. Surprisingly enough, the Omertas, having seen the business involving Kirk Stevens death, immediately informed the NCR investigators and took them into the room without altering the room in any way. Whether this was under orders from the big H or not is anyone’s guess. Like all of the suspect’s victims, Stone’s death was not sexually motivated, in fact, she was wearing normal every-day clothing – and not the nightwear every day clothing that the Gomorrah is famous for. It is unknown whether she clothed herself or the suspect clothed her.
Incident Report #8
Victim: Private Jeremy Riley
Information: Private Jeremy Riley was part of a team protecting the investigators as they went about their business on the strip. He was found in the investigator’s room in Vault 21. It is unknown why Riley was separated from the investigator’s unit, who were investigating the murders of Fuller and Kenneth in Westside. The time of death cannot be confirmed either as the Investigator’s room had been locked upon their departure, and was still locked upon their return. The lead investigator and Sarah Weintrub were the only people known to have keys. Weintrub was questioned on the location of said key; although she was sure her key never left her possession. When the door was eventually opened, music began playing out of the room (see Holotape – JS Bach). The lights in the room had been broken, with a lamp and a feather set up to cast a shadow of a wing over Riley’s corpse. The meaning of such a setup is believed to be a warning to anyone who investigates the suspect – now known as the Vulture.
Incident Report #10
Victim: Captain Rhona Clark
Information: Captain Rhona Clark was overseeing the investigator’s progress in the Suspect’s case. She went missing in broad daylight when the Suspect took her at gunpoint, whilst she was visiting the investigators at the Tops. Both the suspect and the captain vanished out of sight and weren’t seen again.
The Captain was found a couple of weeks later, dead and left on a bed inside the Atomic Wrangler. According to witnesses, the captain walked into the bar by herself and she had a few drinks. She was said to have been fine. Then she rented a room and went to bed. The guards didn’t see anyone enter or leave. When Clark’s paid-for days had ran out however, they unlocked the door and found her dead, which was when they called for the investigators. She was killed in the same manner as anyone else, and there were no signs of struggle, which is odd, given the fact that the captain had hand-to-hand military training. Why she never put up a fight, might be a question that is never answered, unless the Suspect is caught soon and fast.
Holotapes
Doctor Kemp’s autopsies 1 through 3:
Three of Doctor Kemp’s autopsies go into graphic detail upon how the first three NCR victims were killed, including blood tests, and any markings he found on the bodies albeit significant or otherwise. Doctor Kemp notes that Private Carey’s blood had high levels of chems in her system, making her death pretty much painless. Captain Royale’s blood sample reveals that he had significantly less chems in his system, which made him practically conscious before death, also noting that Royale needed to be gagged to keep him silent. However with Private McDonald’s blood test, it shows that the suspect had gotten the levels right, keeping him conscious, but immobile.
Investigation in Westside:
This is Lieutenant Evans’s report for our investigation into the deaths of Teresa Fuller and Joel Kenneth. It took us a while to get here, since we got attacked by thugs in Freeside, and then just as we got to the gates, Riley remembers he forgot to notify Captain Clark of our departure. What a dumbass. He said he’d catch up by tagging along with one of the patrols from Camp McCarren who’ll pass by Westside sometime in the next day or so, so we went ahead without him.
Anyway… This is definitely the Vult-the suspect’s work. He got to Kenneth first; he was already dead by the time he got Fuller… think she came in to find her boyfriend dead. That’s what it looks like anyway. Though, it’s kinda weird, they weren’t positioned neatly, it almost seems rushed… Maybe he made a mistake or something? Maybe we’ll finally catch him!

When played calm, quiet, seemingly male voice will start talking.
“Hello fans,
I know that by reading this, you are one of you so called "investigators", and I am glad for yet another person to attempt to hunt me down… I can assure you that I will not make a mistake, but you are welcome to try and come after me if you so shall wish. But, like Captain Clark and Private Riley, you too, may end up dead. So please, by all means… come and find me, let the fun begin…

From now on, if I’m ever referred to as “the suspect” in official notes again, I will kill someone in the NCR. Don’t worry Evans, I took the liberty of going through this entire file and correcting your mistake, so you won’t have a blood bath on your hands. However, do so from now on and I will kill, I promise.“
