The people have had enough.
NCR taxes and repression are bleeding communities dry. NCR 'protection' has turned into a heavy and smothering blanket as young men and women are conscripted to fight the NCR's wars. Crimes are typically punishable by death in area's where the NCR's military is in control.
The NCR backs the powerful Brahmin Barons who are slowly pushing farmers and ranchers off their lands. These same Brahmin Barons are monopolizing their cattle, making people pay extra for brahmin steak.
This RP will be as much a class struggle as a 'national' struggle, the Brahmin Barons vs the Poor farmers and ranchers. It will be about an uprising in some local area.
The rebels know they have no chance in a stand up fight against the NCR, so they'll be utilizing guerilla tactics. They're poorly equipped, wearing only the clothes on their backs and armed with hunting rifles, repeaters, revolvers, dynamite, etc. However, the NCR won't just be able to roll over these farmers sons. They're determined, and stubborn, having grown up as independent men, used to hard living. And, they have no intention of fighting the NCR head on.
The roads the NCR so love to patrol make excellent ambush sites.
