We have to go back very far for this one, 1800s. Many tribes of the Native Americans were put into reservations. There, they were taught to be like the white people that stole their land and killed their people. These people were rather rebellious against their English overlords, and tried to block their attempts at every turn. Of course, this all ended when the bombs dropped. Their reserve was just inside of Snow Canyon National Park, which was outside of the blast zone. To survive the radiation, they made camps inside of caves, and their numbers steadily grew.
After a few months, they began to live their Native American lifestyle, by hunting the animals in Snow anyon and making tipi-like shelters out of their skins. This lifestyle was best suited for the Shoshone people, and instead of them become raiders. They were quite passive to other tribes, often inviting them to the camp, and sharing cultures, it was this culture that stopped aggressive tribes from attacking.
They were able to trade guns from other tribes and traders, and while ineffective with them, they are learning quickly.
