Personality: Miriam is a cruel woman; she despises those beneath her caste, and has a thirst for power. She likes order, and controls all “with an iron first”. She believes those below her are only good for labour, and will use them to their maximum potential, she expects nothing less. She hates ghouls, seeing them as an imminent threat, even if they haven’t gone feral. She wants them dead and enforces her laws against them on pain of death. She likes those who are loyal, and rewards any who show their loyalty with luxuries such as wine, clothing and money. Lower castes who show their loyalty by ratting out those who break the law, will often receive extra food rations, proving that loyalty to the high minister is the only way to get ahead in life in British Government territory. She is highly intelligent and not much gets passed her, attempts to trick or deceive her or lie in any way will result in death. She likes honesty, and if captured enemies are honest about their opinions in her presence, surprisingly, extends their mortality rate.




Born in the political bunker, The High Minister was always going to lead. Over the time in the bunker, the title became hereditary, and as such, Miriam became a “queen” in her own right. Her charisma seduced most of those that shared even a couple of her opinions and it was soon clear that she would be in control for a long, long time.

When they left their bunker, order was broad to London. The expanse of the British Government came quickly to the London wasteland. Strategies born over the time in the bunkers, made sure that the government was prepared, and things went as smoothly as things go in this world. When the Ghouls were discovered, Miriam was informed and after seeing an autopsy on a Ghoul, she deemed them not worthy of life, and issued a decree that all Ghouls were to be executed on sight.

Over time other cities were brought under the command of the British Government. By 2272, Central London, Birmingham, Manchester and Nottingham were under her command. She set upon institutions and restoration. Soon enough it was time to open the bunker, which held the royals. Miriam knew that if she had the King on her side, she’d be able to rule with absolute authority as well as giving a moral boost to everyone around her. However, she soon realised that the King was a man, who wasn’t going to be happy as a figurehead. He argued and bashed heads with Miriam on many occasions; he had loyal supporters everywhere, even amongst her own men. Soon enough the King and his supporters staged a coup, the High Minister responded by executing many of the royal family. It was a time of death for both royalists and Government aligned people alike. England was stained with blood. Ever since, the High Minister has been focused on eradicating the Royalists and now builds her army for a war to end all wars.
