The Oregon Republican Army was formed in 2282 at the orders of the Oregonian Provisional Congress. Edward Franklin Baker, a former NCR Army Lieutenant, was appointed General of the Army. Initially, the only groups in the Army were the Klamath Flying Columns, and Edwards own Republican Guard.
Thanks to Edwards swift and decisive moves to unify the resistance movements however, all the Columns at least consider Klamath and the Provisional Congress their leaders now. If not de facto, de jury.
The Republican army does not include the thousands in Klamath who want the NCR out of Oregon.
Edward's key to success in his centralization efforts was a well known, but unconventional radio host known as 'Dirty'. Or 'Dirty Devil'. Dirty Devil spread the word about the centralization, and was the first to air the official declaration of the Oregonian Congress, which was the unification of all resistance movements under Klamath's lead. Most townspeople out in the Oregon wastes considered Dirty somewhat of a celebrity, and so they listened. Edward has consistently used Dirty to spread the word about the war effort, and how it's going.
He's even used the station once or twice to make an official announcement, vaguely threatening the NCR before the cheerful music comes back on.
The Oregonian Republican Army enjoys popular support, celebrity support, and financial support from a mysterious backer in the NCR. They're poised to topple the NCR's regime in Oregon, and all that's holding back the hounds of war that are the Republican Guards, appears to be Edwards own restraint.
The Oregon Republican Army recruits members in the Klamath area from the ages 15 plus, and accept both genders, and in a surprising move made by Edward that he was able to push through congress, allows for a segregated unit of Ghouls. The majority of the Klamath columns are poorly armed, using fists, bricks, and bottles to get their sway over the beleaguered NCR troops. Quite a few of them at least have revolvers, with a smaller amount owning their own rifles still.
